EXECUTIVE SUMMARY
City Council authorization is required to auction a surplus digger-derrick vehicle. The process and recommendation are consistent with City Charter and Alameda Municipal Code (AMC) requirements.
BACKGROUND
Under Section 12-3 (A) of City Charter, Article XII, the Public Utilities Board (PUB) has the authority to sell obsolete or unnecessary personal property, subject to the consent of the City Council on all sales exceeding ten thousand dollars. Section 2-65 of the AMC also regulates the disposition of property sales. AMC 2-65.5 states that the City Finance Director is responsible for the disposal of unclaimed and surplus property. It is expected that the proceeds from the proposed sale will exceed $10,000.
DISCUSSION
Alameda Municipal Power (AMP) vehicle 432, a digger-derrick, has exceeded the expected use cycle for a vehicle of this type and was recently replaced. AMP's research has demonstrated that there is a potential market for this item. At the PUB meeting on February 23, 2021, the PUB recommended approval of the sale or auction of surplus vehicle 432. Based on the $10,000 threshold set in the City Charter, the PUB is requesting the City Council's consent to sell the surplus digger-derrick through a third-party public auction website.
ALTERNATIVES
Staff is recommending that the City Council authorize the auction of surplus vehicle 432, which is a digger-derrick, consistent with the PUB's request. The proceeds from the auction are expected to be around $11,100. There are no alternatives.

Staff estimates proceeds from the sale of the surplus vehicle will be approximately $11,100.
