EXECUTIVE SUMMARY

On October 20, 2020, the City Council awarded a contract to Bayside Stripe & Seal, Inc. in the amount of $281,843.15 for the Fiscal Year (FY) 2020-21 Sign & Striping Maintenance Project. The project replaced pavement markings and/or signs at 122 intersections. The improvements executed under the contract are complete and acceptable to staff. Staff is recommending City Council accept the work.

BACKGROUND

The City of Alameda (City) has over one hundred and twenty-five (125) centerline miles of roadway and nine hundred and sixty-nine (969) intersections, providing access and circulation to every resident and business in the city. In order to ensure that pavement markings and right-of-way control signage, i.e. stop or yield, are properly maintained, the City established an annual capital project to systematically refresh and replace pavement markings and signs. As part of this project, one hundred and twenty-two (122) intersections were refreshed or improved.

Staff began this program with a focus on intersections, as opposed to midblock striping, because intersections have higher safety considerations. The pavement markings and signs at intersections help to control the right-of-way and preserve traffic and pedestrian safety.

The program's focus was in the west end zone of the city, bounded by Monarch Street and Grand Street, in FY 2019-20. FY 2020-21 focused on pavement markings and signs in the east end zone of the city, from Grand Street to East Shore Drive. One hundred and twenty-two (122) intersections within this zone were identified for restriping and/or sign replacement.
