EXECUTIVE SUMMARY

 

On October 20, 2020, the City Council awarded a contract to Bayside Stripe & Seal, Inc. in the amount of $281,843.15 for the Fiscal Year (FY) 2020-21 Sign & Striping Maintenance Project.  The project replaced pavement markings and/or signs at 122 intersections.  The improvements executed under the contract are complete and acceptable to staff.  Staff is recommending City Council accept the work.

 

BACKGROUND

 

The City of Alameda (City) has over one hundred and twenty-five (125) centerline miles of roadway and nine hundred and sixty-nine (969) intersections, providing access and circulation to every resident and business in the city.  In order to ensure that pavement markings and right-of-way control signage, i.e. stop or yield, are properly maintained, the City established an annual capital project to systematically refresh and replace pavement markings and signs.  As part of this project, one hundred and twenty-two (122) intersections were refreshed or improved.

 

Staff began this program with a focus on intersections, as opposed to midblock striping, because intersections have higher safety considerations.  The pavement markings and signs at intersections help to control the right-of-way and preserve traffic and pedestrian safety.

 

The program’s focus was in the west end zone of the city, bounded by Monarch Street and Grand Street, in FY 2019-20.  FY 2020-21 focused on pavement markings and signs in the east end zone of the city, from Grand Street to East Shore Drive.  One hundred and twenty-two (122) intersections within this zone were identified for restriping and/or sign replacement.  Thirty-Five (35) of those intersections received pedestrian improvements, such as advanced stop bar, yield markings, new crosswalks, ladder hatched crosswalks, or continental crosswalks.  All other intersections within the east end zone were deemed in good condition.  The Bay Farm Island zone will be addressed in FY 2021-22.

 

DISCUSSION

 

On October 20, 2020, the City Council awarded a contract to Bayside Stripe & Seal, Inc. in the amount of $281,843.15 to replace pavement markings and signs.  The project has been completed and is acceptable to the Public Works Department.  The final project cost is $227,303, which includes a 5% retention.  Upon City Council acceptance the project, Public Works will file a Notice of Completion with the County Recorder.  Within sixty (60) days the retention will be paid out to Bayside Stripe & Seal, Inc. and the excess monies will be returned to the funding source.

 

ALTERNATIVES

 

                     Accept the work as presented.

                     Do not accept the work and give staff alternate instruction.

 

FINANCIAL IMPACT

 

Funds for this project were budgeted in the Capital Improvement Program (CIP) Project 96011, Sign and Striping Maintenance.  There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.  No additional environmental review is required under CEQA to accept the competed improvements.

 

CLIMATE IMPACTS

 

This project allows for safe multi modal travel. The improvements will help promote walking, biking, and use of transit services, which will reduce potential climate impacts.

 

RECOMMENDATION

 

Accept the work of Bayside Stripe & Seal, Inc. for fiscal year 2020-21 sign and striping maintenance project, No. P.W. 02-20-13.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of Bayside Stripe & Seal, Inc.
