MINUTES OF THE SUBCOMMITTEE OF THE CITY COUNCIL AND ALAMEDA HEALTH CARE DISTRICT BOARD MEETING

 

Tuesday, March 29, 2021

 

 

Attendees: Mayor Marilyn Ezzy Ashcraft, Vice Mayor Malia Vella , Assistant City Manager Gerry Beaudin, Acting Fire Chief Rick Zombeck, AHS COO Mark Fratzke, District Executive Director Deborah E. Stebbins, President of Alameda Health Care District/Division Chief Michael Williams, Dr. Robert Deutsch, Dr. Mini Swift

 

 

1.                     Call to Order/ General Introduction

Mayor Ezzy Ashcraft convened the meeting at 4:05. She asked for everyone to introduce themselves.

 

2.                     Oral Communication Non-Agenda (Public Comment)

There were no public comments.

 

3.                     City /District Issue

 

3-A                     Minutes of the December 17, 2020 Meeting

The minutes of December 17th were accepted. Acting Chief Zombeck motioned to approve and seconded by Debbie Stebbins at 4:07. A roll call vote was taken and they were unanimously approved.

 

3-B                     COVID - Testing/Vaccine

 

Mayor Ezzy Ashcraft - Goal is to encourage the public to get vaccinated & adhere to mask and washing hands recommendations

 

Mayor Ezzy Ashcraft - We are looking for space on the Island to get our citizens vaccinated.

                                                                                    -City of Berkeley opened up Vaccine @ Albany Golden Gate for all Alameda County Residence

                                                                                    - Early next Month we will be opening up Mastick Senior Mobile Vaccine site.

                                                                                    -CVS has vaccinations and we are anxiously awaiting for our Island to join.

 

 

 

 

ACM Gerry Beaudin- Next Gen Labs continue to do testing at Alameda Point

                      - Month of March testing is down from 100 testing to 60

- 60 tests with 0 positive cases

- Fewer testing requires smaller site, we are therefore looking for smaller site.

 

Dr. Mini Swift- 64% of AHS employees have been vaccinated. Attempting to vaccinate all public after April 15th. All three vaccines are available.

-                     Modena & Pfizer used at Clinic.

-                     Johnson & Johnson used at Mobile Clinic -10-20 Homeless have been vaccinated

-                     April 15 everyone gets a vaccine

-                     AHS will be moving networks to Blue Shield (More details to come)

 

3-C                     Alameda Hospital Seismic Retrofit Update

 

Mark Fratzke - We are on time and on Budget

-                      Kitchen will open June

-                     June-Oct  - Bridge that combines building together will be demolished

-                     End of Oct. - We will be completed with this project

 

3-D                     Status of State Legislation Affecting 203-

 

Debbie E. Stebbins - Financial state for hospitals due to COVID have caused restraints on budgets especially for unfunded mandates.

-                     Senate Bill 758 to extend timeframe collapse after unsuccessful

-                     Current approach is to minimize the requirement for seismic compliance to ensure Emergency Departments can remain open for 72 hours after an earthquake. 

-                     100 hospitals in California face this challenge. 75 may close because they do not have the funds to complete the retrofit.

-                     Meeting with organized labor (all trade unions especially Nurses’ Union & Society of Engineers) to discuss concerns under new Variant of the Seismic Update

 

Vice Mayor Malia Vella - What is the timing look like for the legislation? Who is carrying or backing the Legislations? Does this Legislation make a punt for the next cycle?

 

Debbie E. Stebbins - Legislation- Has focused on keeping public safe? What will continue to keep the Emergency Department open for 72 hours in the event of an earthquake? Can we transfer patients to other facilities safely?

 

 

Debbie E. Stebbins - Will find out more about who is carrying the Legislation.

 

Mayor Ezzy Ashcraft - Will commit to retrieving more information for future of the legislation. Debbie E. Stebbins will send the list of hospitals which may face closure due to unfunded mandate.

 

3-E                     Impact of a Potential Closure of Alta Bates on Alameda Hospital

 

                     -Anticipates date- Mark Fratzke says it plans to close 2030. He will gather more research for accurate timing

                     - Vice Mayor Malia Vella- Limited Labor and Delivery in Bay Area which is potential problem

                     -Impact of Attorney General’s Lawsuit against Sutter

                            - Assistance from Legislators

                      - Mayor Marilyn Ezzy Ashcraft spoke to Nancy Skinner- Opposed to closure

                  

-Debbie E. Stebbins - Stated that due to profit driven goals there may be a lack of hospitals in the area causing a hospital desert in many areas.

 

 

3-F                     Police Reform Updates

 

-Mental Health Services

-City Community Paramedicine Program

ACM Gerry Beaudin- March 16th   City Council heard from Public - 23 action - How we manage mental health relative to public safety. Support services are important to decoupling Mental Health issues from Policing.

Acting Chief Zombeck- Fire Department is willing and able to help in Mental Health issues and new responses for the future

 

3-G                     District Grant to Alameda Program 2021-2022

 

Debbie E. Stebbins - Last meeting Feb.- Support $250,000 to help Paramedicine Program 21/22. She noted that Mental Health is a major requirement.  Committed to clear communication to asset maximum achievement

-                     Acting Chief Zombeck- This will provide one paramedic (Patrick Corder) July 1st  2021 - June 30, 2022

-                     Acting Chief Zombeck, Dr. Mini Swift, Deborah Stebbins and Mark Fratzke will meet to collaborate on feedback at next meeting.

 

Adjournment

                                          There being no further business, the meeting was adjourned at 5:05 pm City and                      District staff will confer to set a date for the next Subcommittee meeting.
