Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur. 

 

Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date, or the Planning Board or City Council call for review a Zoning Administrator or Planning, Building and Transportation Department decision during this appeal period.  All appeals and call for reviews will be heard at a public hearing before the Planning Board.

We encourage the use of Building Eye for direct access to current Planning applications, real time status, and plan drawings:

 

1.                      Click or go to: <https://alameda.buildingeye.com/planning>

2.                      Enter project address in search box.

3.                      Click on the Map Marker (i.e. dot on the map) to display the project summary sidebar. 

4.                      To view the project file, click on the “More details” button.  A new window will appear.

5.                      In the new window that opens, click on “Record Info” tab and then click “Project Documents” in the drop down menu.  A list of project documents will display.

PLN21-0391 - Administrative Variance - 1331 Sherman Street - Applicant: Daniel Hoy. A public hearing to consider an Administrative Variance for the re-approval of expired variance no. V06-0007 for lot coverage and rear and side setbacks. In order to allow the construction of a 198 square foot, one-story addition within the footprint of an existing covered rear patio, variances are necessary for the project to achieve total lot coverage of 43% where the maximum allowed lot coverage is 40% and a rear setback of 3 feet 10 inches where 12 feet are required. General Plan: Low-Density Residential. Zoning, R-1, One Family Residence District. CEQA Determination: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 - Existing Facilities and 15305 - Minor Alterations in Land Use Limitations.

 

PLN21-0402 - Administrative Use Permit - 300 Wind River Way - Applicant: G&I IX Marina Village Research Park LP. A public hearing to consider an Administrative Use Permit to allow an approximately 864-square-foot outdoor equipment enclosure located on the north side of an existing commercial building. The enclosure area will include an approximately 12-foot high wall and contains a generator for the existing facility. The project includes modifications to the existing landscaping to accommodate the new enclosure. The property is located within the CM-PD, Commercial Manufacturing - Planned Development zoning district. The project is categorically exempt from the California Environmental Quality Act pursuant to Section 15301 - Existing Facilities.

 

PLN21-0407 - Administrative Use Permit - 2307 Blanding Ave - Applicant: Alexandra Odabachian on behalf of Swings and Wings, LLC.  A public hearing to consider an Administrative Use Permit to allow the modification of a previously approved administrative use permit to expand an indoor children’s play area.  The existing use permit allows a 3,200 square foot tenant space for the use.  The applicant is requesting a modification to expand the tenant space by approximately 1,600 square feet for a total of approximately 4,800 square feet.  General Plan: Community Commercial Zoning: NP-W, North Park Street, Workplace Zoning District.  This project is categorically exempt from the California Environmental Quality Act pursuant to Section 15301 - Existing Facilities.

Minor Planning Projects - September 23, 2021

 

3260 Adams Street, PLN20-0445, (Action Date 10-4-21)

 

DESIGN REVIEW: The project consists of a 693 square foot second story front and rear addition at an existing single family residence. The first floor addition includes a new entry, enlarged kitchen and new living room.  The second floor addition includes a new master suite with a balcony at the front elevation and new bedrooms and bath at the rear of the residence.  The existing exterior siding will be replaced with new horizontal siding and trim, and the existing flat roofs will be replaced with hipped roofs. General Plan: Low Density Residential. Zoning: R-1, One Family Residence District.  CEQA Determination: Design review approval for a permitted use is not subject to CEQA pursuant to McCorkle Eastside Neighborhood Group v. CERTIFICATE OF APPROVAL: The project consists of the demolition and reconstruction of a two-story accessory building to accommodate two ADUs within the existing footprint and building envelope. General Plan: Medium Density Residential. Zoning: RD, North Park Street Subdistrict. CEQA Determination: This project is a Class 1 Categorical Exemption and no additional environmental review is necessary pursuant to CEQA Guidelines section 15301(l)(4) - Existing Facilities - demolition and     removal of individual small structures and accessory structures including garages, carports, patios, swimming pools, and fences. 1165 Regent Street, PLN21-0314, (Action Date 10-4-21)

 

CERTIFICATE OF APPROVAL: The project consists the removal of two Coast Live Oak trees, approximately 22 inches and 12 inches in diameter at breast height, that are in close proximity to the adjacent building and causing structural damage pursuant to a Certified Arborist report. General Plan: Medium Density Residential. Zoning: R-4, Neighborhood Residential District. CEQA Determination:  The project is categorically exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15304 Minor Alterations to Land, because the project involves the removal of problematic vegetation for the protection of public health and safety.
