EXECUTIVE SUMMARY

 

The City of Alameda (City) issued plans and specifications for the Storm Drain Pump Station Electrical Upgrades project on August 5, 2021.  The project consists of upgrades to the electrical and control equipment at four pump stations, and installation of a new wet well and pumps at one of the stations.  Staff requests City Council award the contract to JMB Construction, the lowest responsive bidder, in an amount not to exceed $2,030,900.

 

BACKGROUND

 

The City’s stormwater drainage system consists of an extensive curb/gutter system, 1,655 intersection and sidewalk culverts, 126 miles of buried pipelines, 11 pump stations, several lagoons with tide gates, and 278 outfalls.  The system is designed to take stormwater runoff from roads, roofs, and impervious surfaces, until it is ultimately discharged to the San Francisco Bay through outfalls.  Ensuring the long-term viability of the City’s storm system is critical for ensuring proper drainage to prevent roads and neighborhoods from flooding during storm events.

 

In accordance with the Storm Drain Master Plan and Storm Drain Pump Station Assessment of 2011, City staff developed a project to replace the existing electrical equipment at four storm drain pump stations:  Main Street, Webster Street, Third Street, and Golf Course Stations.  Equipment to be replaced and installed includes control panels, service pedestals, SCADA poles, concrete pads, stairs, fences, gates, electrical equipment, and other items.  The Third Street station will also have an expanded footprint to accommodate a new wet well and pumps.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive unit prices, an invitation to bid was provided to 16 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s web page and published in the Alameda Journal on August 6, 2021.  After a bidding period of 34 days, three contractors submitted bids.  Bids were opened on September 8, 2021 and the results are listed below:

After reviewing the bids, staff recommends awarding the contract to JMB Construction for a contract price of $1,766,000 for the base bid, with a 15% contingency of $264,900, for a not to exceed total of $2,030,900.  The contractor is not guaranteed any of the contingency and its use will be at the sole discretion of the Public Works Director for work not originally anticipated in the specification.  The specification also informed the successful bidder that they shall not pay less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.  A copy of the contract is attached as Exhibit 1.

FINANCIAL IMPACT

 

Capital Improvement Project (CIP) 91606/C32000 currently has available budget of $1,756,645 for this agreement.  Additional funds totaling $374,255 are required to meet the total anticipated project cost of $2,130,900.

Staff is requesting to transfer $250,000 of funds budgeted in CIP 91890311/C75000 Alameda Point Adaptive Reuse Area Backbone Infrastructure, and $124,255 of funds budgeted in CIP 91805/C31000 Storm Water Management, to CIP 91606/C32000 Storm Water Pump Stations, which will provide $2,130,900 in available funding to complete this project.  Use of funds from the Alameda Point Adaptive Reuse Area Backbone Infrastructure is requested because the Main Street pump station is associated with the stormwater drainage from the Alameda Point Adaptive Reuse Area.

The project is budgeted in the Public Works Department’s CIP Program (91606/C32000), with a current budget of $2,250,000, of which $1,756,645 is available for spending. If the requested budget transfer is approved, the project budget will total $2,624,255. The funding source for CIP 91606/C32000 is Urban Runoff (Fund 351/264). There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

The project will increase the resiliency of the stormwater drainage system by improving the operations of existing pump stations and accommodating expected increases in storm intensity due to climate change. All electrical panels will be constructed to be above the existing base flood elevation plus 3 feet of sea level rise.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with JMB Construction for the storm drain pump station electrical upgrades project, No. P.W. 9-19-48, in a total amount not to exceed $2,030,900; and adopt a resolution amending the fiscal year 2021-22 capital budget by reducing revenue and expenditure appropriations in capital improvement program 91890311 by $250,000, reducing revenue and expenditure appropriations in capital improvement program 91808 by $124,255, and increasing revenue and expenditure appropriations for capital improvement program 91606 by $374,255.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval to execute an agreement with JMB Construction for the storm drain pump station electrical upgrades project, No. P.W. 9-19-48 in a total amount not to exceed $2,030,900.
