EXECUTIVE SUMMARY

 

On June 18, 2019, the City Council awarded a contract to Chrisp Company in the amount of $602,218.98 to replace pavement markings and signs for the Fiscal Year (FY) 2017-19 Sign & Striping Maintenance project.  The project replaced pavement markings and/or signs at 249 intersections, including 66 intersections within Alameda Point and 183 other intersections in the west end of Alameda.  In addition, Main Street was restriped to add bicycle lanes between Pacific Avenue and the Main Street Ferry Terminal and ten intersections were restriped to provide urgent safety improvements.

 

On September 1, 2020, the City Council adopted Resolution 15688 which amended the FY 2020-21 budget to include additional monies for the State coronavirus relief funds.  $110,000 was allocated to support the Commercial Streets program on Park and Webster Streets.  Park Street and Webster Streets were restriped to convert four lane roadways to mostly two-lane roadways with parklets and turn lanes.  These improvements were executed under change orders per the Chrisp Company contract.  Staff recommends that the City Council authorize the City Manager to execute an amendment to the contract in an amount not to exceed $110,000 for an aggregate amount not to exceed $712,218.98.

 

Total construction costs for the work done to date is $661,605.15, and the improvements are complete and acceptable to staff.  Staff is recommending City Council accept the work.

 

BACKGROUND

 

The City of Alameda (City) has over 125 centerline miles of roadway and 969 intersections, providing access and circulation to every resident and business in the City.  In order to ensure that pavement markings and right-of-way control signage, i.e. stop or yield, are properly maintained, the City established an annual capital project to systematically refresh and replace pavement markings and signs in the FY 2017-19 budget.  As part of this project, 249 intersections were refreshed; bike lanes were added on Main Street from Pacific Avenue to the Main Street Ferry Terminal; ten locations received striping work for immediate traffic calming improvements; and Park Street and Webster Street received striping improvements related to Covid-19.

 

Public Works staff began this program with a focus on intersections, as opposed to mid-block striping, because intersections have higher safety considerations.  The pavement markings and signs at intersections help to control the right-of-way and preserve traffic and pedestrian safety.

 

The program’s focus was on intersection pavement markings and signs in the west end zone of the City, bounded by Monarch Street and Grand Street.  Within Alameda Point, staff identified 68 intersections for restriping and/or sign replacement. 

 

Outside of Alameda Point, 183 intersections within this zone were identified for restriping and/or sign replacement.  All other intersections within the west end zone were deemed in good condition.

 

The east end zone was refreshed in FY 2020-21 under separate contract and the Bay Farm Island zone will be addressed in FY 2021-22.

 

The restriping of Main Street, from Pacific Avenue to the Main Street Ferry Terminal, was also included under this contract.  The project converted the four-lane roadway to a three-lane roadway with Class 2 bike lanes.  These improvements were brought to and approved by the Transportation Commission on December 3, 2018.

 

Ten additional locations received striping work for immediate traffic calming improvements - ranging from daylighting to striping refreshing to pedestrian crossing improvements.  Please see the table below for a summary of the locations and improvements.

Lastly, Park Street and Webster Street were restriped to convert the four-lane roadways to mostly two-lane roadways with parklets. The improvements also included the installation of bollards.  This work created space for parklets and loading zones to support the business community during the Covid-19 pandemic and expanded outdoor space for residents and visitors.  The locations are as follows:

DISCUSSION

On September 1, 2020, the City Council adopted Resolution 15688 which amended the FY 2020-21 budget to include additional monies for the state coronavirus relief funds.  $110,000 was allocated to support the Commercial Streets program on Park and Webster Streets.

 

The amendment to the agreement (attached as Exhibit 2) is needed to increase the contract limit and include the new scope of work for restriping and bollards on Park Street and Webster Street.  The budget for this work is $110,000, for an aggregate amount not to exceed $712,218.98. 

 

Total construction costs under the contract was $661,605.15, which includes a 5% retentionThe project has been completed and is acceptable to staff.  Upon City Council acceptance the project, staff will file a Notice of Completion with the County Recorder.  Within 60 days the retention will be paid out to Chrisp Company.

FINANCIAL IMPACT

 

Funds for this project were budgeted in Capital Improvement Program (CIP) Project C12000 Signs, Curb Painting, and Pavement Markings and CIP C99100 COVID-19 Response.  Additional funds used for the project are show in the table below.

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.  No additional environmental review is required under CEQA to accept the competed improvements.

 

CLIMATE IMPACTS

 

This project allows for safe multi modal travel.  This will help promote walking, biking and use of transit services, which will reduce potential climate impacts.

Authorize the City Manager to execute a first amendment to the agreement with Chrisp Company for the fiscal year 2017-2019 pavement marking and sign replacement project, in an amount not to exceed $110,000 for an aggregate amount not to exceed $712,218.98; and accept the work of Chrisp Company for the fiscal year 2017-19 pavement marking and sign replacement project, No. P.W. 03-19-15.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval for authorization to execute a first amendment to the agreement with Chrisp Company for the Fiscal Year 2017-2019 pavement marking and sign replacement project in an amount not to exceed $110,000.
