EXECUTIVE SUMMARY

The gymnasium (gym) at Alameda Point is a heavily utilized recreational facility that often hosts large tournaments and events on weekends. The gym's restrooms were insufficient for the volume of people attending events. Funds were appropriated in the capital budget to provide a new eight-unit modular restroom building to be located immediately adjacent and accessible to the gym. On March 16, 2021, City Council approved purchase of a modular building and a contract with NBC Construction & Engineering, Inc. for building install. The project executed under contract is complete and acceptable to staff. On September 7, 2021, the facility was opened to the public. Staff recommends City Council accept the work under contract.

BACKGROUND

The gym at Alameda Point required additional restroom facilities for gym users. The new modular restroom building is located adjacent to the gym (on the parking lot side), and is secured with a fenced breezeway enclosure, which is also Americans with Disability Act (ADA) accessible. The building also serves skate park users with two exterior facing restrooms located outside of the breezeway enclosure.

DISCUSSION

On March 16, 2021, the City Council authorized pre-purchase of the modular building through CXT Inc., who holds a competitively solicited contract with Sourcewell, a cooperative purchasing agency the City of Alameda (City) is a member of, for $225,941.35. The final purchase cost of the building was $214,950.28, saving the City $10,991.07.
