EXECUTIVE SUMMARY

 

The gymnasium (gym) at Alameda Point is a heavily utilized recreational facility that often hosts large tournaments and events on weekends.  The gym’s restrooms were insufficient for the volume of people attending events.  Funds were appropriated in the capital budget to provide a new eight-unit modular restroom building to be located immediately adjacent and accessible to the gym.  On March 16, 2021, City Council approved purchase of a modular building and a contract with NBC Construction & Engineering, Inc. for building install.  The project executed under contract is complete and acceptable to staff.  On September 7, 2021, the facility was opened to the public.  Staff recommends City Council accept the work under contract.

 

BACKGROUND

 

The gym at Alameda Point required additional restroom facilities for gym users.  The new modular restroom building is located adjacent to the gym (on the parking lot side), and is secured with a fenced breezeway enclosure, which is also Americans with Disability Act (ADA) accessible.  The building also serves skate park users with two exterior facing restrooms located outside of the breezeway enclosure.

 

DISCUSSION

 

On March 16, 2021, the City Council authorized pre-purchase of the modular building through CXT Inc., who holds a competitively solicited contract with Sourcewell, a cooperative purchasing agency the City of Alameda (City) is a member of, for $225,941.35.  The final purchase cost of the building was $214,950.28, saving the City $10,991.07.

 

On March 16, 2021, the City Council awarded a contract in the amount of $336,580, including contingencies, to NBC Construction & Engineering, Inc. for installation of the pre-purchased modular restroom and associated site improvements.

 

The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final construction cost, including all extra work orders, is $336,580.

 

ALTERNATIVES

 

                     Accept the project as presented.

                     Do not accept the work and provide different direction to staff.

 

FINANCIAL IMPACT

 

The project was budgeted in the Capital Improvement Program (Project No. C52900), Alameda Point Modular Restroom. The funding sources for CIP C52900 are the Facilities Replacement Fund (Fund 603) and the General Fund (Fund 100).

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.

 

CLIMATE IMPACTS

 

The Alameda Point modular restroom building project is an all-electric building without natural gas service connections. Natural gas use from buildings is one of the larger emission sources of greenhouse gas emissions (GHG).  The City’s Climate Action and Resiliency plan recommends the electrification of buildings to reduce GHG emissions.

 

RECOMMENDATION

 

Authorize the City Manager to accept the work of NBC Construction & Engineering, Inc. for Alameda Point modular restroom building, No. P.W. 09-20-36.
