Consider Amending the Sunshine Ordinance Complaint Form [Not heard on November 1 or December 6, 2021]

BACKGROUND
At the August 2 and September 20, 2021 meetings, the Commission discussed amendments to the Complaint Form and Procedure. The Commission adopted revised complaint procedures on October 4, 2021.
DISCUSSION
The Complaint Form has not been updated since the Sunshine Ordinance was enacted in 2012 (See Exhibit 1 - Original Complaint Form). The proposed online Complaint Form (Exhibit 2) is returning for Commission approval. When the Commission reviewed the proposed form, there was a suggestion to include language encouraging anyone not wishing to file a complaint to attend a meeting to address the Commission under Public Comment, which has been added at the top of the form. Additionally, Commissioner Reid submitted an Optional Worksheet for anyone filing a paper/hardcopy complaint (Exhibit 3). Legal analysis would need to be completed if the Optional Worksheet is used.
RECOMMENDATION
Approve the revised complaint form.
