EXECUTIVE SUMMARY

 

The City Council directed the Social Service Human Relations Board (SSHRB) to consider recommendations for rescheduling future City Council, Board/Commission meetings that may fall on dates that preclude maximum public participation. In certain instances, a scheduled PAC meeting may coincide with a public holiday or otherwise not be conducive to public participation. Due to potential scheduling conflicts that may arise stemming from holidays or other conflicts, this staff report staff recommends that Commissioners discuss PAC’s regular calendar, and conflicts, set new meeting dates and adopt an agreed PAC calendar for the next year.

 

BACKGROUND

 

At the July 20, 2021 City Council meeting, the Council directed the Social Service Human Relations Board (SSHRB) to consider policy recommendations for rescheduling future City Council and City Board/Commission meetings that may fall on dates that preclude maximum public participation. The recommendation of SSHRB will be heard at City Council after the publication of this report. Staff will provide a verbal update on City Council’s direction.

 

The Public Art Commission (PAC) regularly scheduled meetings are on the third Monday of every other month. The current PAC meeting schedule through October 2022 is shown below.

DISCUSSION

 

In certain instances, a scheduled PAC meeting may coincide with a public holiday or otherwise not be conducive to public participation. For example, in 2022 the third Monday in February (February 21st) falls upon President’s Day. Due to potential scheduling conflicts that may arise stemming from this holiday or other conflicts, staff recommends that Commissioners discuss PAC’s regular calendar, and conflicts, set new meeting dates and adopt an agreed PAC calendar for the next year.

The regularly scheduled meeting days for the Planning Board are the second and fourth Mondays of the month. The regularly scheduled meeting days for the City Council are the first and third Tuesday of the month. Considering these other meeting schedules, in addition to any other regularly scheduled PAC meetings identified by Commissioners as potentially hindering public participation, staff proposes that the February PAC meeting is rescheduled from Monday, February 21st to Monday, March 7th.

FINANCIAL IMPACT

 

There is not a direct financial impact to the City’s General Fund to reviewing scheduled meetings and rescheduling as necessary. 

 

RECOMMENDATION

 

Review Public Art Commission meeting calendar for possible conflicts that inhibit maximum public participation.
