EXECUTIVE SUMMARY

 

The City of Alameda (City) issued plans and specifications for the Harbor Bay Isle (HBI) lagoon improvement project on September 9, 2021.  The project restores automation in gate levelling to move water through the northerly lagoon system coincident with the tide.  Staff requests that the City Council award the contract to NBC Construction and Engineering, Inc. (NBC), the lowest responsive bidder, in an amount not to exceed $344,683.

 

BACKGROUND

 

The HBI lagoon system, located on the Bay Farm Island peninsula, was constructed in the 1970s.  It forms a major component of the HBI community providing open space, aesthetic and recreational enjoyment for residents.  The lagoon system also accepts stormwater drainage from the adjacent developed areas.  Lagoon 1 extends from the San Francisco Bay at the west end to the San Leandro Channel at the north end, creating a narrow river-like waterway nearly two miles long.  The basic operation of Lagoon 1 is dependent on the normal San Francisco Bay tidal action which, through gate control systems located at each end of the lagoon, provide a degree of water movement from west to north while maintaining a desired water level in ]the lagoon.

 

Water circulation through the lagoon is critical for water quality.  Constant circulation and exchange with waters of the San Francisco Bay, periodic and spot treatments with algaecides and the control of stormwater run-off contamination are all required to maintain the overall ambience of the lagoon.  Original design and construction of the gate control systems at each end of the lagoon had automatic sensing of Bay and lagoon water levels, which, controlled the degree the gates were opened or closed for water movement.  Many years ago the level sensing and automation of water movement became inoperable.  City staff have been manually controlling gate levels to move water through the system.  While this has generally worked, it is inefficient, less precise and less effective at moving water through the system since tide levels needed to move water often occur outside City business hours.  This project restores the level sensing, logic and remote monitoring through the City’s System Control and Data Acquisition (SCADA) system of lagoon levels.  The project also replaces equipment at the end of its useful life and improves worker safety at each site.  The system has built-in alarms, redundancy and override manual operation to ensure reliability of the system.

 

 

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive unit prices, an invitation to bid was provided to 16 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s web page and published in the Alameda Journal on September 17, 2021.  After a bidding period of 28 days, four contractors submitted bids.  Bids were opened on October 7, 2021 and the results are listed below:

After reviewing the bids, staff recommends awarding the contract to NBC for a contract price of $344,683, which includes a 15% contingency ($44,959).  The contractor is not guaranteed any of the contingency and its use will be at the sole discretion of the Public Works Director for work not originally anticipated in the specification.  The specification also informed the successful bidder that it shall not pay less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.  A copy of the contract is attached as Exhibit 1.

                     Award contract as presented;

                     Do not award the contract and provide different direction to staff; e.g., revising the scope of work for the project.

 

FINANCIAL IMPACT

 

The funds for this project are budgeted in the Capital Improvement Program with funds appropriated in the Stormwater Management capital project, C31000.  The funding source for C31000 is the Stormwater Fund (Fund 264). There is no impact to the General Fund.

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

The project will increase the resiliency of the stormwater drainage system.  It will also maximize water movement through the lagoon system, which generally leads to reduced chemical applications to control algal growth.  Lastly, automation will reduce vehicle trips from the maintenance service center to the gate structures.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with NBC Construction and Engineering, Inc. for the Harbor Bay Isle lagoon improvement project, No. P.W. 07-21-28, in a total amount not to exceed $344,683.
