EXECUTIVE SUMMARY

 

The Public Works Maintenance Service Center (MSC) building located at 1616 Fortmann Way was designed and constructed in 1984.  The building has had routine maintenance and upkeep, but has not been remodeled or renovated in almost 40 years.  MSC was built specifically to serve the operation of Public Works’ maintenance service staff, vehicles, and equipment.  This project will upgrade the men’s locker room/restroom; the women’s locker room/restroom; gender neutral restroom; employee lunchroom, and hallway kitchenette to bring these amenities to current Americans with Disabilities Act (ADA) standards and overall usability.  MSC will be fully staffed and operational during construction with some inconvenience to maintenance staff, but no interruptions in service.

 

BACKGROUND

 

The MSC is a 17,000 square foot (sq. ft.), single-story, two building facility, constructed in 1984.  The buildings were built specifically to serve Public Works’ maintenance service staff, vehicles, and equipment.  The MSC supports the City of Alameda’s (City) entire maintenance efforts, serves as a first responder facility and operates 24 hours a day, 7 days a week. The interior 4,000 sq. ft. administrative office building, fronting Fortmann Way, is the subject of the proposed interior improvements.  The much larger 13,000 sq. ft. ‘shop’ building located towards the rear of the site is not included in the scope of this project.

 

Improvements focus on providing enhanced staff function, efficiency, safety, and comfort, with functional modernizations, building code compliancy upgrades, ADA accessibility renovations, and work which includes new interior finishes, cabinets and casework, light fixtures and outlets, kitchen/lunchroom appliances, toilet fixtures and accessories, and doors/door hardware.  The scope of work also includes several ‘incidental’ improvements, such as revisions to address ADA upgrades to the existing front entrance door, the path of travel, and adding a new ADA/Van Accessible parking stall.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 16 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s web page and published in the Alameda Journal on September 10, 2021.  After a bidding period of 21 days, five contractors submitted bids.  The bids were opened on October 4, 2021, with the following results:

Staff contacted references provided by the lowest responsive bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of its work. G & G Builders, Inc., the low bidder, submitted a total bid amount of $402,962, which includes the base bid ($333,564), (which amount determined the lowest bid for the project), two Bid Alternates ($32,765) and a 10% contingency ($36,633).  The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the plans and specifications.  The contract is attached as Exhibit 1.

 

ALTERNATIVES

 

                     Award the project as presented.

                     Do not award the project and provide alternate direction to staff.

 

FINANCIAL IMPACT

 

The funds for this project are budgeted in the Public Works Department budget for the Capital Improvement Program (Project No. C41000, City Buildings). The project is funded with monies allocated from the Facility Maintenance & Replacement Internal Service Fund (603).

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.

 

CLIMATE IMPACTS

 

The City’s Climate Action and Resiliency Plan (CARP) recommends the electrification of new buildings to reduce greenhouse gas emissions.  This project, being a ‘minor’ renovation of a circa 1984 facility, does not fall within the requirements for facility electrification at this time.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with G&G Builders, Inc. for maintenance service center interior improvements, No. P.W. 02-21-10, in a not to exceed amount of $402,962, including a ten percent contingency.

The City Manager requests authorization to execute an agreement with G&G Builders, Inc. for maintenance service center interior improvements.
