EXECUTIVE SUMMARY

The installation of a new outfield fence at Lincoln Park between the baseball field and residences along Central Avenue initiated the need to identify real property negotiators to represent the City of Alameda (City) in connection with prospective negotiations for a solution. As such, staff is recommending that the City Council designate City Manager Levitt, Director Wooldridge and Chief Assistant City Attorney Mackenzie, as the real property negotiators, which will allow them to meet with City Council to discuss price, terms and conditions related to a possible grant of a revocable license for a certain section of land between the new fence and property line at 1450 High Street, Alameda in a manner compliant with all applicable laws and represent the City in negotiations with a public or private party.

BACKGROUND

The City is the owner of Lincoln Park at 1450 High Street. For safety and security reasons, the Alameda Recreation and Parks Department (ARPD), installed a new 50-foot fence between the baseball field and 9 residential properties along Central Avenue. Due to the size of the footings required for the fence, as well as to maintain security for the neighbors during construction, the new fence is located one to three feet further into the park from the original fence line. This created a certain section of land that is to be discussed.
