EXECUTIVE SUMMARY
Staff is recommending that City Council designate: Eric Levitt, City Manager; Nico Procos, Alameda Municipal Power General Manager; Erin Smith, Public Works Director; Alan Cohen, Assistant City Attorney; and Alan Harbottle, Senior Energy Resources Analyst, as negotiators with NextEra Energy Resources related to Doolittle Landfill.
BACKGROUND
In 2018, the Public Utilities Board (PUB) approved Alameda Municipal Power's (AMP's) participation in the Northern California Power Agency's (NCPA's) Solar Project to help participating municipal utilities evaluate local solar opportunities and solicit competitive bids. AMP moved forward with the Doolittle Landfill site as the most suitable location for a medium-sized array. AMP staff engaged with a third-party engineering firm to create a Site Plan Development [2019], which was the basis for a competitive solicitation, California Environmental Quality Act (CEQA) study [2020], and Use Permit [2020]. AMP staff worked closely with the Planning, Public Works, and Recreation and Parks Departments and made presentations at the Recreation and Parks Commission, Golf Commission, and Planning Board.
DISCUSSION
