Title
Recommendation to Authorize the Interim City Manager to Accept the Work of G & G Builders, Inc. for Godfrey Park Recreation Building Renovations, No. P.W. 02-21-08. (Public Works 60341591)
Body
To: Honorable Mayor and Members of the City Council
EXECUTIVE SUMMARY
The Godfrey Park recreation building is used for the Tiny Tots programs, summer camp programs, and as a facility that can be rented by the general public. The general public also has access to the restroom facilities while enjoying park offerings. The recreation building, designed and constructed in 1963, has not been remodeled or renovated in any substantive fashion. With the exception of the restrooms, most of the interior spaces (administration office, kitchenette, and community room) are adequate for Alameda Recreation and Parks Department (ARPD) activities. As such, this project entailed new paint, new flooring, and casework (cabinets, doors, and related framing) for the interior spaces. The park restrooms required extensive work to bring them to current Americans with Disabilities Act (ADA) standards and to improve overall usability. This project replaced the existing restrooms with three new single user restrooms. On April 29, 2022, the facility was opened to the public. The project executed under the contract is complete and staff recommends City Council accept the work.
BACKGROUND
The two existing restrooms at the Godfrey Park recreation building required replacement to bring them up to current code-compliant facility standards including ADA accessibility. A new third restroom in the recreation building was needed to meet the demand of park and recreation facility users.
Additional work included selective demolition and renovation of exterior concrete flatwork at building entry points for ADA accessibility, interior repainting of the entire facility, replacement of kitchenette casework, cabinets, and finishes. The project also replaced the existing gas-fired furnace and performed remediation of hazardous materials (i.e. asbestos and lead-paint) as part of the demolition and renovation work.
DISCUSSION
On July 20, 2021, the City Council awarded a contract in the amount of $420,077, including contingencies, to G & G Builders, Inc., for the construction of the Godfrey Park Recreation Building renovations.
The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department and to ARPD. The final construction cost, including all change orders, is $419,573.91, leaving $503 of remaining construction contingency funds which will be returned to the Facility Replacement Internal Service Fund (603).
ALTERNATIVES
• Accept the project as presented.
• Do not accept the work and provide different direction to staff.
FINANCIAL IMPACT
The project was budgeted in the Godfrey Restroom Replacement Project in the Facility Replacement Internal Service Fund (Project C52800, Fund 603). The project was completed within budget and remaining budget will be returned to the funding source, the Facility Replacement Internal Service Fund (603).
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.
CLIMATE IMPACTS
The City of Alameda’s Climate Action and Resiliency Plan (CARP) recommends the electrification of new buildings to reduce greenhouse gas emissions. This project, being a ‘minor’ renovation of a circa 1963 facility, does not fall within the City of Alameda’s parameters for facility electrification at this time.
