EXECUTIVE SUMMARY

 

The Public Works Maintenance Service Center (MSC) building located at 1616 Fortmann Way was designed and constructed in 1984.  Built specifically to serve the operations of Public Works’ maintenance service staff, equipment, and vehicles, the building has had routine maintenance and upkeep, but had not been remodeled or renovated in nearly 40 years.  This project provided much needed improvements and design upgrades to: the men’s locker room/restroom and shower; the women’s locker room/restroom; the gender-neutral restroom; and the employee lunchroom and hallway kitchenette. These spaces and amenities now meet or exceed current Americans with Disabilities Act (ADA) standards and have improved overall usability.   The improvements executed under the subject contract are complete and acceptable to staff.  Staff is now recommending that the City Council accept the work.

 

BACKGROUND

 

The MSC is a 17,000 square foot (sq. ft.), single-story, two building facility, constructed in 1984.  The buildings were built specifically to serve Public Works’ maintenance service staff, vehicles, and equipment.  The MSC supports the City of Alameda’s (City) maintenance efforts, serves as a first responder facility and operates 24 hours a day, 7 days a week. The interior 4,000 sq. ft. administrative office building, fronting Fortmann Way, was the focus of these interior improvements.  (The much larger 13,000 sq. ft. ‘shop’ building located towards the rear of the site was not part of the scope of this project.)

 

The project improvements were designed to provide efficiencies, safety, and comfort, with functional modernizations, building code compliance upgrades, ADA accessibility renovations, and work which included new interior finishes, cabinets and casework, light fixtures and outlets, kitchen/lunchroom appliances, and toilet fixtures and accessories.  The scope of work also included several other improvements, such as revisions to address ADA upgrades to the existing front entrance door, the path of travel, and adding a new ADA/Van Accessible parking stall.

 

DISCUSSION

 

On November 22, 2021, the City Council awarded a contract in the amount of $402,962, including contingencies, to G & G Builders, Inc.

 

The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final construction cost, including all change orders, is $387,155.50. This leaves $15,806.50 of remaining construction contingency funds, which will be re-allocated to other sub-projects within the City Buildings Capital Improvement Program (C41000) in the Facility Replacement Internal Service Fund (603).

 

ALTERNATIVES

 

                     Accept the work done per plan and specification.

                     Do not accept the project and provide alternate direction to staff.

 

FINANCIAL IMPACT

 

The funds for this project were budgeted in the City Buildings Capital Project in the Facility Replacement Internal Service Fund (Project C41000, Fund 603). The project is funded with monies allocated from the Facility Replacement Internal Service Fund (603). Since the project was completed within budget, remaining budget will be re-allocated to other sub-projects within the City Buildings project (C41000).

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.

 

CLIMATE IMPACTS

 

The City’s Climate Action and Resiliency Plan (CARP) recommends the electrification of new buildings to reduce greenhouse gas emissions.  This project, being a ‘minor’ renovation of a circa 1984 facility, does not fall within the requirements for facility electrification at this time.

 

RECOMMENDATION

 

Authorize the Interim City Manager to accept the work of G&G Builders, Inc. for the maintenance service center interior improvements, No. P.W. 02-21-10.
