EXECUTIVE SUMMARY

 

On September 15, 2020 the City Council approved Tentative Map Tract No. 8561 for development of up to 586 units of permanent supportive housing, affordable senior housing, and affordable family housing on the North Housing site at 501 Mosley Avenue. Mapping Condition No. 3 of the approved Tentative Map indicates the Tentative Map will expire on September 15, 2022. An extension of twelve (12) months was requested by the Housing Authority of the City of Alameda (Housing Authority). Staff recommends amending mapping condition No. 3 of Resolution 15689 to grant a twelve month extension to the Housing Authority for recording the Final Map for Tract 8561, with the revised deadline of September 15, 2023.

 

BACKGROUND

 

On August 17, 2020, the Planning Board adopted Resolution No. PB-20-16 recommending the City Council approve Tentative Map Tract No. 8561 to allow the subdivision of 11 lots on approximately 12.07 acres.

 

On September 15, 2020, the City Council adopted Resolution No. 15689 approving the Tentative Map 8561 for the North Housing Project subdivision. Mapping Condition No. 3 of the approved Tentative Map states:

 

3. The subdivider shall record the first Final Map that includes improvements within twenty-four (24) months of approval, or conditional approval of the Tentative Map by the City Council. The City may, upon the subdivider’s application filed before the Tentative Map’s expiration date, extend its life for an additional period or periods not to exceed six (6) years in accordance with state law.

 

Public Works Development Permit (PWD22-0004) for Improvement Plans and Final Map for Tract 8561 was submitted on November 10, 2021, by the Housing Authority. The Final Map is currently under review by the Public Works Department.

 

On December 7, 2021 the City Council approved Resolution No. 15843 to vacate a portion of Mosley Drive fronting the North Housing development. A quitclaim deed must be filed by the City of Alameda (City) in order for the Final Map to be completed. The quitclaim deed process in ongoing.

 

On July 19, 2022, the Housing Authority submitted a request to extend the deadline for recording the first Final Map by twelve (12) months.

 

Below is a map of the North Housing project area, which is located west of Bette Street and adjacent to Mosley Avenue and Singleton Avenue.

 

 

DISCUSSION

 

The approved Tentative Map for Tract No. 8561 expires on September 15, 2022. The Housing Authority submitted improvement plans and a Final Map to the Public Works Department for review. Staff is actively working with the Housing Authority to address review comments.

 

The review process of the Final Map is ongoing and dependent on the City filing a quitclaim deed for the portion of Mosley Avenue. It is anticipated that the required deed will be filed and recorded within two months.

 

Upon recordation of the quitclaim deed, the Housing Authority can proceed with finalizing their improvement plans and Final Map.

 

ALTERNATIVES

 

                     Adopt the resolution as presented;

                     Amend the proposed resolution; or

                     Take no action.

 

FINANCIAL IMPACT

 

There is no impact to City funds from extending the deadline to record a Final Map for Tract 8561.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

Section 30-81.1(a) of the Alameda Municipal Code allows that an extension of time, not to exceed an additional twelve (12) months, for the filing of the final map may be granted by the City Council.

 

ENVIRONMENTAL REVIEW

 

Pursuant to Government Code Section 65913.4 and Public Resources Code Section 21080(b)(1), the project is exempt from further review pursuant to CEQA.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report. 

 

RECOMMENDATION

 

Adopt a resolution to amend Resolution 15689 granting a twelve month extension to the Alameda Housing Authority for recording the Final Map for Tract 8561, with the revised deadline of September 15, 2023.
