EXECUTIVE SUMMARY
The City of Alameda (City) requires a service provider to collect Household Battery and Fluorescent Lamps from various locations and transport them to the Alameda Household Hazardous Waste (HHW) location in Oakland. Proper disposal of these items is required by California State Law. This collection and disposal work is managed under the City’s Zero Waste Program. The current agreement for this service expired on June 30, 2022. Staff recently completed a Request for Quotation (RFQ) process and is now proposing a new five-year agreement with Clark Services to continue to provide these services.
BACKGROUND
State law prohibits the disposal of household products that contain corrosive, toxic, or reactive ingredients that are classified as “household hazardous waste” (HHW). These products require special care when being disposed, and the City has maintained a Battery and Lamp collection program for residents to ensure proper disposal of these items.
On October 19, 2010, the City Council adopted the Zero Waste Implementation Plan (ZWIP) and set a goal of achieving zero waste, or 89% diversion, from landfill by 2020. In the summer of 2018, the City Council approved the ZWIP Update, which included five strategies to be implemented over five years to achieve zero waste. Strategy One is supporting zero waste culture in Alameda, and providing convenient drop off locations for residents ensures that batteries and lamps are disposed of properly, protecting environmental quality and avoiding disposal to landfills, which can create environmental problems.
In August of 2017, the City entered into an agreement with Clark Services to collect household batteries and lamps for the term of one year. The agreement was amended for four additional one-year terms and expired on June 30, 2022. Each year, Clark Services has safely disposed of approximately 7000 lbs. of batteries, and 5000 lamps generated by the residents of Alameda.
DISCUSSION
The City issued a RFQ for this service on July 14, 2022. After a submittal period of 21 days, the City received three timely submitted proposals for battery and lamp collection. Staff reviewed the proposals, consistent with the City’s Purchasing Policy guidelines and the selection criteria set forth in the RFQ, and selected Clark Services as the service provider that best meets the City’s needs.
Staff proposes a new five-year agreement with Clark Services with a term expiring September 30, 2027. The associated compensation for this agreement is capped at $82,800.
ALTERNATIVES
• Authorize the Interim City Manager, or designee, to execute a five-year Agreement with Clark Services to provide battery and lamp collection from designated drop off locations and transport the material to the Alameda HHW disposal site.
• Have this work performed in-house by Public Works personnel. The Public Works Department does not currently have staffing to provide this service.
• Do not authorize the agreement with Clark Services to provide battery and lamp collection and disposal for the City and provide additional direction to staff.
FINANCIAL IMPACT
The funds for this project are budgeted in the Integrated Waste Program’s Professional Services account (26241631-52010). There is no impact to the General Fund. Funding for this work is included in the Fiscal Year 2022-23 budget.

The yearly amount encumbered for this agreement will be based on the table above and pending future City Council appropriations.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code and the 2018 ZWIP Update.
ENVIRONMENTAL REVIEW
Thisproject is categorically exempt from further review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment).
CLIMATE IMPACT
The City’s Climate Action Resiliency Plan (CARP) assumes full implementation of the ZWIP Update to achieve the City’s greenhouse gas reduction goals.
Program activities supported by this contract serve to ease access for Alameda residents to properly dispose of batteries and lamps also known as HHW.
RECOMMENDATION
Authorize the Interim City Manager, or designee, to execute a five-year agreement with Clark Services for battery and lamp collection within the City of Alameda for an amount not to exceed $82,800.
