EXECUTIVE SUMMARY

 

The purpose of this report is to authorize approval of agreements with four consulting firms, to provide on-call complete streets engineering services, for a not to exceed $2,500,000 each, for a five-year term.  All work executed under these agreements will be restricted to funds appropriated and available for the specific project for which the work is assigned.  The contracts are on-call and therefore the work performed will be based on actual need over the term of the agreement.  If the demand is not there, the services will not be requested. 

 

BACKGROUND

 

On-call consultant service agreements are used for services requiring expertise that City of Alameda (City) staff does not have and/or to supplement City staff during periods of peak work demand.  Currently, there is a need for complete streets engineering services for various capital projects, including for federally funded projects.

 

Anticipated work includes the full range of engineering services for pavement rehabilitation and complete streets projects, including preliminary studies, public outreach, development of plans, specifications, and engineer’s estimates, utility coordination, and working with regulatory and funding agencies. Specialty services include surveying, soils reports, pavement design, NEPA/CEQA, hydrological and drainage analysis, traffic studies, traffic signal design, utility mapping, landscape design, and storm water treatments. Projects include multi-modal safety, storm water and green infrastructure, pavement roadway design including drainage and ADA compliance, retaining structures, utility replacement, traffic signal and street light improvements, pedestrian and bicycle crossings, among others.

 

DISCUSSION

 

On June 23, 2022, the City issued a Request for Proposals (RFP) for on-call complete streets engineering services. To solicit the maximum number of proposals and most competitive price, the RFP was provided to the builders’ exchanges throughout the Bay Area and uploaded to the City’s website.  Notices were also sent to consultants on the Public Works Department Consultant List.  After a 25-day advertisement period, the City received 12 proposals on July 18, 2022.

 

12 proposals were received from the following firms: Bellecci & Associates, Inc., BKF Engineers, CDM Smith, Inc., Crossroad Lab, CSG Consultants, Inc., CSW/Stuber-Stroeh Engineering Group, Inc., Kimley-Horn, Kittelson & Associates, Inc., Nichols Consulting Engineers, Chtd, NN Engineering, RRM Design Group, and TDG Engineering, Inc.

 

City staff reviewed each firm based on the proposal packages submitted. The proposals were evaluated based on the ability of the firm to carry out and manage the proposed scope of work, capabilities of the consultant team members, proximity to Alameda, and overall completeness of their proposal and project approach.

 

Based on the results of the proposal evaluation, the six highest ranked firms were invited to a panel interview. The following firms were invited to interview: Bellecci & Associates, Inc., BKF Engineers, Kimley-Horn, Kittelson & Associates, Inc., Nichols Consulting Engineers, Chtd, and TDG Engineering, Inc.

 

City staff conducted panel interviews with the six firms. Each firm provided brief presentation and answered several questions from City staff. City staff then evaluated each firm based on the firm’s presentation and the firm’s responses to the panel’s questions. Based on the results of the panel interviews, staff selected four firms that would best meet the City’s needs and recommends awarding contracts to the following consultant firms:

Each agreement is for an amount not-to-exceed $2,500,000 over a five-year term (see Exhibits 1 through 4).

 

ALTERNATIVES

 

                     Award the four agreements, as proposed.

                     Reduce the number of agreements and/or authorized amount of each agreement.

                     Do not award any of the agreements.  Not awarding any agreements would impact staff’s ability to efficiently delivery quality capital projects to support the City.

 

FINANCIAL IMPACT

 

Funding for work executed under these contracts will be from the Capital Improvement Program for which the complete streets engineering services are needed.  The total compensation for each contract over the five-year period is not to exceed $2,500,000; however, the actual amount expended will be based on actual need.  The usage of the services is on an as-needed basis so that if the demand is not there, the services will not be requested. Expenses for services under any of the contracts would be applied to the capital improvement projects for which the work is performed.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Authorize the Interim City Manager, or designee, to execute four, five-year agreements in the amount of $2,500,000 each to Kimley-Horn, Kittelson & Associates, Inc., Nichols Consulting Engineers, Chtd., and TDG Engineering, Inc., for on-call complete streets engineering services.
