EXECUTIVE SUMMARY

In the spring of 2022 the City of Alameda (City) completed negotiations with the Alameda Fire Chiefs Association (AFCA) and the Alameda Police Officers Association (APOA). During these negotiations AFCA was provided with retention pay. APOA had previously had retention pay but during negotiations the provision describing this pay was updated.

Since the completion of negotiations, there have been discussions with AFCA and APOA regarding retention pay. . In the APOA Memorandum of Understanding (MOU) there is concern the language in the MOU does not reflect the correct calculation for retention pay.

In the AFCA MOU the language in the MOU is correct, but the salary schedule does not reflect the correct calculation of Management Incentive Pay. The previously approved Salary Schedule mistakenly omitted Retention Pay in the calculation of Management Incentive Pay. The recommended salary schedules now includes the correct calculations for Management Incentive Pay.

In order to clarify the intent of the provision it is recommended to update the retention pay language in the APOA MOU and to update the salary schedule for AFCA. These actions will ensure the pay is correctly calculated.
