EXECUTIVE SUMMARY

The City of Alameda (City) and Harbor Bay Business Park Association (HBBPA) are party to an Infrastructure Agreement, which addresses the deposit of certain taxes in a Traffic Improvement Fund (TIF), also known as the Harbor Transportation Fund (287), for Traffic Improvement Projects intended to improve access and mitigate traffic impacts from the Harbor Bay Isle development. The City and HBBPA meet and confer each year on potential updates to the schedule of Traffic Improvement Projects and review financial activity related to the Traffic Improvement Funds. City staff and the HBBPA agree that shuttle stop improvements along the Harbor Bay Business Park Shuttle route are required to improve accessibility and increase ridership. In addition, wayfinding and place making signage at the Ferry Terminal and other locations will provide overall benefit. Staff recommends the City Council authorize the Interim City Manager, or designee, to execute a Second Amendment to the Infrastructure Agreement to include these improvements and adopt a resolution amending the capital budget by appropriating $900,000 from the TIF to execute this work.

BACKGROUND

On April 4, 1989, the City, Harbor Bay Isle Associates, Harbor Bay Village Four Associates, and Harbor Bay Village Five Associates entered into an Infrastructure Agreement to address traffic and access impacts to Bay Farm Island and Harbor Bay Isle resulting from the development.
