EXECUTIVE SUMMARY

 

The City of Alameda (City) and Harbor Bay Business Park Association (HBBPA) are party to an Infrastructure Agreement, which addresses the deposit of certain taxes in a Traffic Improvement Fund (TIF), also known as the Harbor Transportation Fund (287), for Traffic Improvement Projects intended to improve access and mitigate traffic impacts from the Harbor Bay Isle development. The City and HBBPA meet and confer each year on potential updates to the schedule of Traffic Improvement Projects and review financial activity related to the Traffic Improvement Funds. City staff and the HBBPA agree that shuttle stop improvements along the Harbor Bay Business Park Shuttle route are required to improve accessibility and increase ridership.  In addition, wayfinding and place making signage at the Ferry Terminal and other locations will provide overall benefit.  Staff recommends the City Council authorize the Interim City Manager, or designee, to execute a Second Amendment to the Infrastructure Agreement to include these improvements and adopt a resolution amending the capital budget by appropriating $900,000 from the TIF to execute this work.

 

BACKGROUND

 

On April 4, 1989, the City, Harbor Bay Isle Associates, Harbor Bay Village Four Associates, and Harbor Bay Village Five Associates entered into an Infrastructure Agreement to address traffic and access impacts to Bay Farm Island and Harbor Bay Isle resulting from the development.  The Infrastructure Agreement includes a list of approved Traffic Improvement Projects to be funded by the TIF.   The Agreement acknowledged that new projects may be needed and would be added from time-to-time by mutual agreement of the City and the Harbor Bay entities.  The Agreement was first amended on October 1, 2019, where Harbor Bay Isle Associates assigned its rights and obligations of the Infrastructure Agreement to HBBPA and certain updates were made to the included schedule of Traffic Improvement Projects.  Per the Infrastructure Agreement, the City and HBBPA are to meet and confer each year on potential updates to the schedule of Traffic Improvement Projects and review financial activity related to the Traffic Improvement Funds.

 

DISCUSSION

 

The City and HBBPA have met and agreed that certain modifications to the schedule of Traffic Improvement Projects included in the Infrastructure Agreement are required.  Proposed modifications include:

 

                     Improvements to shuttle stops and install bus shelters for the Harbor Bay Business Park Shuttle.  The Harbor Bay Business Park Shuttle provides service between the Fruitvale BART station and the Harbor Bay Ferry Terminal, with multiple stops within the business park.

                     Installation of wayfinding and place making signage in the Harbor Bay Business Park area.  These include a sign at the main entry to the business park (Harbor Bay Parkway at Ron Cowan Parkway), a direction sign at the Harbor Bay Ferry Terminal, and direction sign in the median on Harbor Bay Parkway at Doolittle.

 

To execute this work, staff recommends an appropriation of $900,000 from available fund balance in the Harbor Transportation Fund in order to establish a Shuttle Stop Improvements and Signage capital project. This amount is inclusive of planning, design, and construction of shuttle stop improvements and monument signage.  Ongoing maintenance of the new facilities will be funded and managed by the Landscape and Lighting District.  Shuttle stop improvements include signage, ADA ramps and shelters at certain locations.   

 

ALTERNATIVES

 

                     Do not amend the Infrastructure Agreement to add the agreed to projects.

                     Amend the Agreement to add the agreed to project but do not proceed with the appropriation of funding at this time. 

 

FINANCIAL IMPACT

 

The TIF/Harbor Transportation Fund can only be used to fund traffic related activities included in the Infrastructure Agreement.  Staff is requesting that the City Council authorize appropriation of $900,000 in available fund balance from the TIF/Harbor Transportation Fund to the Capital Improvement Program budget in order to establish a Shuttle Stop Improvements and Signage Capital Project

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Repair, maintenance and/or minor alteration of an existing facility) and Sections 15303 (construction and location of limited numbers of new, small facilities or structures).

 

CLIMATE IMPACT

 

These projects encourage the use of public transit and thereby reduce vehicle miles traveled and associated greenhouse gas emissions.

 

RECOMMENDATION

 

Authorize the Interim City Manager, or designee, to execute a second amendment to Infrastructure Agreement with Harbor Bay Business Park Association; and

 

Adopt a Resolution amending the fiscal year 2022-23 Capital Improvement Program Budget by appropriating $900,000 in Transportation Improvement Funds for Bus Shuttle Stop Improvements and Signage in Harbor Bay Business Park.
