EXECUTIVE SUMMARY

 

The City of Alameda (City) Police Department building was designed and constructed in 1977.  The building has had routine maintenance and upkeep, however has not been remodeled or renovated. The proposed Reception Area and Ramp Renovation Project will increase accessibility and provide enhanced safety measures for staff.  City Council considered and awarded a construction contract for this project on April 19, 2022; however, the awarded contractor was terminated after three months.  Staff rebid the project after the initial contract termination and now recommends City Council award the proposed contract to G & G Builders, Inc. to construct the improvements.

 

BACKGROUND

 

The City’s Police Department building, located at 1555 Oak Street, is a 35,184 square foot, two story with basement, structure. The facility, built in 1977, was designed and constructed to specifically house the Alameda Police Department. Funding for the proposed Reception Area and Ramp Renovation Project was appropriated in the 2017-2019 Capital Improvement Program. The project increases accessibility by widening the existing ramp and entrance, replaces the lobby and elevator door controls, and modifies the service counter/window to meet accessibility code requirements. Additionally, the scope calls to replace the non-compliant fire-rated wall, window and doors assemblies, restore the floor and soffit/ceiling, and enhance safety measures for staff.

 

The project was previously presented to City Council and awarded to the low bidder on April 19, 2022. After a three-month period of inadequate progress, the City exercised its discretion and issued a Notice of Termination of the Construction Contract.

 

In September 2022, staff notified all previous bidders that the project was being rebid, and published the bid package in line with the City’s procurement policies.  On October 3, 2022, the rebidding phase concluded, bids were submitted, and the apparent low bidder was G & G Builders, Inc.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 16 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s web page and published in the Alameda Sun on Thursday, September 8, 2022.  After a bidding period of 25 days, 3 contractors submitted bids.  The bids were opened on Monday, October 3, 2022, with the following results:

Staff contacted references provided by the G & G Builders, Inc. and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. Staff recommends awarding a contract to G & G Builders, Inc., for a total amount of $459,229, which includes a 10 percent contingency of $41,748.  The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications.  The contract is attached as Exhibit 1.

 

ALTERNATIVES

 

                     Award the contract as presented.

                     Do not award the contract and provide alternative direction to staff.

 

FINANCIAL IMPACT

 

Funds for this project were appropriated in the 2017-2019 Capital Improvement Program from the Internal Service Fund for capital investment in City building facilities (project C41000).  The project is funded with monies allocated from the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is categorically exempt from further review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15303 (New Construction of Small Structures).

 

 

 

 

 

CLIMATE IMPACTS

 

The City’s Climate Action and Resiliency plan recommends the electrification of new buildings to reduce greenhouse gas emissions.  This project, being a ‘minor’ renovation of a circa 1977 facility, does not fall within the requirements for facility electrification.

 

RECOMMENDATION

 

Authorize the City Manager, or designee, to execute an agreement with G & G Builders, Inc. for the Police Department Reception Area and Ramp Renovation Project, No. P.W. 11-19-53, for a not to exceed amount of $459,229.
