EXECUTIVE SUMMARY

 

Tract 8500 subdivided 27 acres of land located at 1815 Clement Avenue, creating five developable lots and four additional parcels for parking, open space, and maritime purposes. Alameda Marina, LLC, completed the utility improvements on Lot 4 per a Storm Drain and Utility Infrastructure Improvement Agreement dated March 23, 2022. The improvements executed under the subject agreement are complete and acceptable to the Public Works Department. Staff recommends authorizing the City Manager, or designee, to accept the improvements completed by Alameda Marina, LLC, for Alameda Marina - Lot 4 EVA Corridor Utilities improvement plans.

 

BACKGROUND

On July 16, 2019 the City Council approved, with conditions, Tentative Map 8500 per City of Alameda (City) Resolution No 15570.  On November 17, 2020, the City Council adopted Resolution 15772 approving the first final map and bond for Tract 8500 Alameda Marina. On March 23, 2022, the City and Alameda Marina, LLC, entered into a Storm Drain and Utility Infrastructure Improvement Agreement allowing construction of utility improvements in the emergency vehicle access (EVA) corridor on Lot 4 of Tract 8500 as shown on the improvement plans “Alameda Marina - Lot 4 EVA Corridor Utilities” dated October 2021, and in the Public Works Development (PWD) permit PWD20-0022.

Since approval of the Alameda Master Plan, the Alameda Marina project has completed over $7 million of frontage improvements along the Clement Avenue right of way and has expended over $30 million on seawall, shoreline, and sea level rise improvements.  The 368 rental units (including 49 deed restricted affordable units) planned for phase 1 of the project are currently under construction with completion set for third quarter 2023, and the 182 for-sale townhome units (including 25 affordable units) in phase 2 will begin construction this summer with completion scheduled for 2024. The maritime core area is anticipated in 2024/2025 after completion of the adjacent residential buildings and shoreline improvements.  The third and final residential phase will complete in 2025/2026 and include an additional 226 units with 30 affordable units along with final completion of the shoreline public access improvements.

DISCUSSION

 

Subdivision improvements associated with Tract Map 8500, Alameda Marina - Lot 4 EVA Corridor Utilities Improvement Plans include relocation of existing storm drain and electrical utilities that conflicted with proposed buildings on Lot 4. Alameda Marina, LLC has completed the improvements per the Storm Drain and Utility Infrastructure Agreement and PWD20-0022. The work is acceptable to the Public Works Department.

 

Alameda Marina, LLC provided surety for the utility improvements for Lot 4 with a Performance Bond in the amount of $245,000.  Per the Agreement, Alameda Marina, LLC will now provide a warranty bond in the amount of ten percent (10%) of the work completed ($24,500).

 

ALTERNATIVES

 

                     Accept the improvements completed by Alameda Marina, LLC for Alameda Marina - Lot 4 EVA Corridor Utilities Improvement Plans, as recommended.

                     Remand the project back to staff for further consideration and evaluation of the completed improvements.

 

FINANCIAL IMPACT

 

All subdivision improvements were constructed by Alameda Marina, LLC.  Parcels within the tract are, or will be, assessed ad valorem property taxes and other City-wide property related fees.

 

There is no financial impact to the City from accepting the improvements completed by Alameda Marina, LLC.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

CLIMATE IMPACTS

 

The overall development project will contribute to the City’s Climate Action and Resiliency Plan goals to reduce the city’s greenhouse gas emissions, increase quality of life on the island, and adapt to climate change impacts. The overall development plan for Alameda Marina supports alternative transportation by providing a separated bicycle path and pedestrian improvements. In addition, the development provides new open space within walking distance for nearby visitors and residents.

 

RECOMMENDATION

 

Authorize the City Manager, or designee, to accept the improvements completed by Alameda Marina, LLC, for Alameda Marina - Lot 4, EVA Corridor Utilities (PWD20-0022).
