EXECUTIVE SUMMARY
The State of California requires the City Council to designate authorized agents to engage with the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) for the purposes of obtaining certain grants, including but not limited to any of the following:
• Federally declared Disaster (DR), Fire Mitigation Assistance Grant (FMAG), California State Only Disaster (CDAA), Immediate Services Program (ISP), Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), Legislative Pre-Disaster Mitigation Program (LPDM), under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act.
• Flood Mitigation Assistance Program (FMA), under Section 1366 of the National Flood Insurance Act of 1968.
• National Earthquake Hazards Reduction Program (NEHRP) 42 U.S. Code 7704 (b)((2) (A) (ix) and 42 U.S. Code 7704 (b) (2) (B) National Earthquake Hazards Reduction Program, and also The Consolidated Appropriations Act, 2018, Div. F, Department of Homeland Security Appropriations Act, 2018, Pub. L. No. 115-141
• California Early Earthquake Warning (CEEW) under CA Gov Code - Gov, Title 2, Div. 1, Chapter 7, Article 5, Sections 8587.8, 8587.11, 8587.12
A new resolution must be submitted if a previously submitted resolution is older than three (3) years from the last date of approval, is invalid, or has not been submitted. The City of Alameda (City) has not previously designated authorized agents for this purpose.
BACKGROUND
The City of Alameda has applied for and received a grant from FEMA for the Bay Farm Island Flood Protection and Coastal Resilience Project. On December 6, 2022, Council accepted the funds and authorized the City Manager or designee to execute all necessary documents with FEMA and CalOES to accept $1,500,000 in grant funding from the Congressional Community Program. CalOES requested that the City designate authorized agents with CalOES to execute the grant documents. The authorized agents will also be required to sign quarterly grant progress reports for CalOES.
The City has not previously designated authorized agents to apply for grants from FEMA and CalOES. Staff is recommending these authorized agents include the City Manager, Finance Director, Public Works Director and Fire Chief.

ALTERNATIVES
The City Council may wish to select different authorized agents or none at all, however not selecting any authorized agents will mean the City cannot execute the Bay Farm Island Flood Protection and Coastal Resilience Project grant.
FINANCIAL IMPACT
If the City does not designate authorized agents, then the City will not receive the $1.5 million grant for the Veteran’s Court/Bay Farm Island Flood Protection and Coastal Resilience Project and will need to identify and secure an alternative funding source for the project. There is no financial impact from the action of designating authorized agents.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
Designating authorized agents for the Bay Farm Island Flood Protection and Coastal Resilience Project will allow the City to address sea level rise vulnerability on Bay Farm Island in accordance with the City’s Climate Action and Resiliency Plan.
RECOMMENDATION
Adopt a resolution designating Authorized Agents for the purpose of obtaining certain current or future grants from the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES).
