EXECUTIVE SUMMARY

 

A project located at 2390 Mariner Square Drive proposed by Banner Alameda Storage, LLC consists of one six-story self-storage building and associated public infrastructure. Banner Alameda Storage, LLC completed the public improvements as part of the project per a Curb, Gutter, Sidewalk, and Road Improvement Agreement with the City of Alameda dated March 22, 2021 (Agreement). The improvements executed under the Agreement are complete and acceptable to City staff. As a result, City staff recommends authorizing the City Manager to accept the improvements consistent with the improvement plans completed by Banner Alameda Storage, LLC for the Self Storage Facility at 2390 Mariner Square Drive.

 

BACKGROUND

 

On March 9, 2020, the Planning Board approved the Use Permit and Design Review for a six-story, 110,844-square-foot self-storage building and outdoor storage for boats and recreational vehicles with associated landscaping and fencing located at 2390 Mariner Square Drive.

 

On October 21, 2020, Banner Alameda Storage, LLC, applied for a Public Works Development (PWD) Permit.

 

On March 22, 2021, Banner Alameda Storage, LLC, entered into the Agreement with the City.

 

On April 7, 2021, PWD permit PWD20-0019 was approved by the Public Works Department.

 

DISCUSSION

 

Public improvements associated with the improvement plans for the Self Storage Facility at 2390 Mariner Square Drive include replacement of approximately 470 linear feet of curb, gutter, and sidewalk, landscaping along Marina Village Parkway, and approximately 15,500 square feet of asphalt overlay on Mariner Square Drive. Banner Alameda Storage, LLC has completed the improvements per the Agreement and PWD20-0019. The work is acceptable to the Public Works Department.

 

Banner Alameda Storage, LLC provided surety for the public improvements at 2390 Mariner Square Drive with a letter of credit in the amount of $218,300.

 

ALTERNATIVES

 

                     Accept the improvements completed by Banner Alameda Storage, LLC for the Self Storage Facility at 2390 Mariner Square Drive as recommended.

                     Remand the project back to staff for further consideration and evaluation of the completed improvements.

 

FINANCIAL IMPACT

 

All listed tract improvements were constructed by Banner Alameda Storage, LLC.  The newly constructed public improvements enhanced previous public improvements. There is no financial impact to the City of Alameda from accepting the improvements completed by Banner Alameda Storage, LLC.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

The project is categorically exempt from review under the CEQA pursuant to CEQA Guidelines Sections 15183 (Projects Consistent with General Plan or Zoning); and 15332 (Infill Development Projects) because 1) the project is consistent with the applicable General Plan designations and policies and applicable zoning designations and regulations; 2) the project occurs within City limits on a site of no more than five acres substantially surrounded by urban uses; 3) the project site has no value as habitat for endangered, rare or threatened species; 4) project approval would not result in any significant effects relating to traffic, noise, air quality, or water quality; and 5) the project site is adequately served by all required utilities and public services.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Authorize the City Manager to accept the improvements completed by Banner Alameda Storage, LLC, for curb, gutter, sidewalk, and road improvements at 2390 Mariner Square Drive (PWD20-0019).
