EXECUTIVE SUMMARY
On October 15, 2019, the City Council awarded a five-year agreement with Ranger Pipelines, Inc. in an amount not-to-exceed a total five-year expenditure of $28,924,389.83 for the Cyclic Sewer Replacement Project. On November 8, 2021, the City of Alameda (City) issued a Notice to Proceed for the third year of the agreement in an amount not-to-exceed $5,779,826.75, including a 6.15% contingency, for Phase 18. The project replaced approximately 2.9 miles of sewer main, associated manholes, and lower laterals. The improvements executed under the subject contract are complete and acceptable to staff. Staff is now recommending that the City Council accept the work.
BACKGROUND
The work in this contract served as Project Year 7 of the 20-Year Rehabilitation Program included in the City’s 2015 Sewer Master Plan. The Sewer Master Plan utilized information collected through maintenance, inspection, and monitoring activities to assess system condition and capacity. The results were used to identify and prioritize sewer system capital improvement needs in a 20-Year Rehabilitation Program structured to be consistent with the City’s sewer rate structure, and to maintain compliance with the 2014 Consent Decree between the City and the U.S. Environmental Protection Agency (N.D. Cal., Consolidated Case Nos. C09-00186-RS and C09-05684-RS). Project Year 7 replaced approximately 2.9 miles of existing old and deteriorating sanitary sewer main. Completion of this work is required for compliance with the 2014 Consent Decree which requires the City to rehabilitate no less than 2.6 miles of sewer main and associated lower laterals and manholes per year, based on a cumulative total. As reported in the City’s Consent Decree Annual Report dated June 30, 2022, the City has replaced 27.7 miles of sewer main since the effective date of the consent decree in 2014. This exceeds the 23.4 miles required. This work is also consistent with, and furthers, the objectives of the City’s 2017 Sewer System Management Plan and adopted Capital Improvement Program.
DISCUSSION
On October 15, 2019, the City Council awarded a five-year agreement with Ranger Pipelines, Inc. in an amount not-to-exceed a total five-year expenditure of $28,924,389.83 for the Cyclic Sewer Replacement Project. On November 8, 2021, the City issued a Notice to Proceed for the third year of the agreement in an amount not-to-exceed $5,779,826.75, including a 6.15% contingency, for Phase 18.
The project was completed in accordance with the plans and specification and is acceptable to the Public Works Department. The final cost, including all extra work orders, is $5,779,796.

FINANCIAL IMPACT
The project was budgeted in the Capital Improvement Program (Project No. C21000) with funding from the Sewer Capital Improvements Enterprise Fund (Fund 501). No additional appropriations are needed. There is no impact to the General Fund.

CLIMATE IMPACTS
This project rehabilitated the sanitary sewer collection system and reduced the amount of infiltration and inflow from stormwater and groundwater. This helps prevent overflow of the sewer system and creates infrastructure more resilient to the effects of climate change.
