Corica Park Fire Tower Design Update

To: Honorable Chair and Members of the Golf Commission

From: Dave Leimsieder, Acting Director, Recreation and Parks

Re: Review and Make a Recommendation on the Corica Park Fire Tower Design

The second amendment to the lease agreement (Second Amendment) with Greenway Golf (Greenway) requires that Greenway renovate the fire tower and surrounding area located at the corner of Island Drive and Clubhouse Memorial Road to provide a more aesthetic entry into Corica Park.  As required by the Second Amendment, Greenway evaluated the structural integrity and assessed the presence of hazardous materials with the recommendation to keep and beautify the fire tower structure. These reports were provided to the City and the City concurred with the recommendation which also includes mitigation measures to address existing hazardous materials that must be completed by Greenway during construction.

The Second Amendment requires submittal of the fire tower conceptual design to the Golf Commission for review and recommendation to the City Planning Board. The Planning Board is scheduled to review the fire tower conceptual design in April. Greenway will then be required to complete construction of the fire tower and surrounding area within six months of approval by the Planning Board.

In 2022, a preliminary plan was reviewed, but not approved by the Golf Commission and the Planning Board.   In response, Greenway Golf prepared a revised proposal. The new proposal is attached as Exhibit 1.

Staff has reviewed the current submittal and is recommending approval or Greenway’s proposed fire tower design plan as shown in Exhibit 1.

The revised proposal includes:

A revised landscape and fencing plan that creates a landscaped meeting or gathering place that can be reserved for classes or special meetings.  The landscape materials include  a pollinator garden that uses native, drought- resistant plants to promote biodiversity

A revised painting plan for the tower.  The plan includes a mural that wraps onto all four sides of the building.  The painting plan also highlights the original design of the structure and a number of architectural details that remain intact.  The proposal includes repair and repainting of existing windows and the wrought-iron fire escape on the west facade of the tower.  The east side of the tower facing into the golf course is the façade with the least amount of architectural detail and is therefore the façade with the largest amount of the mural.

This revised design meets the terms of the Greenway Golf 2nd Amendment

In staff’s opinion, the proposal represents a significant improvement over the existing condition and an improvement to the views into the Golf Course from Island Drive and the view from the Golf Course of the fire tower.  Staff is recommending approval of the proposal.

There is no financial impact to the City or the Golf Fund from this beautification project of the fire tower and surrounding area.  The Second Amendment places the full financial responsibility with Greenway Golf.

To review and make a recommendation to the Planning Board on the Corica Park Fire Tower Design.

Respectfully submitted,

David Leimsieder, Acting Director, Recreation and Parks
