A. TRANSPORTATION COMMISSION UPDATES
City Council actions on items reviewed by the Transportation Commission:
Clement Avenue/Tilden Way. The City Council will consider approving the Clement/Tilden concept on March 21. (To allow for more community participation, staff delayed the project concept agenda item from the March 7 City Council meeting to the March 21 meeting, and shifted the agenda item from the consent calendar to a regular meeting agenda item.) A public site tour was held on March 15, and it was called as a special City Council meeting so that all Council Members could attend.
Annual Report & Work Plan. On March 21, the City Council will consider accepting the Transportation 2022 Annual Report & 2023 Work Plan, including the 2022 Vision Zero Annual Report. C. UPDATES
EMBUD construction. EBMUD is making emergency repairs to the Alameda sewer interceptor in Buena Vista Avenue, with various locations from 8th Street to Paru Street. In late January EBMUD began constructing the Oakland Inner Harbor Pipeline Crossing Project. This will require a temporary laydown area that will impact several intersections along Mitchell Avenue and Marina Village Parkway between 5th Street and 1201 Marina Village Parkway in late March through early April. In mid-April, the project will begin open-trench pipeline replacement, starting at the intersection of Sherman and Lincoln and continuing along portions of Sherman Street, Atlantic Avenue, Challenger Drive, and Marina Village Parkway. These roads are expected to remain open to traffic and construction should be complete in late 2023/early 2024. Details and contact information:

Caltrans construction. Caltrans has started work on resurfacing and safety improvements on Encinal Avenue between Sherman Street and Broadway (State Route 61). The first phase of the work includes traffic signal improvements at seven intersections. Resurfacing is expected during the summer/early fall, and will include restriping the roadway from 4 lanes to 2 lanes, plus a center turn lane and striped bike lanes. Improvements to curb, gutter, and pedestrian ramps are also included in the project.
Parking meters. In the end of 2022, the City updated all single-space parking meters to 4G connection in order to continue the wireless connection needed to enable credit card payments. While that work is complete, some meter mechanisms are still out for screen repairs. Posted time limits still apply when meters are inoperable.
