CITY OF ALAMEDA PLANNING BOARD
MONDAY, APRIL 10, 2023
1. ROLL CALL
The meeting was called to order at 7:00 p.m.
* Members of the public can participate in person or remotely via Zoom.
Present: President Ruiz, Vice President Hom and Board Members, Cisneros, Ariza, and Curtis.
Absent: Board Member Teague and Saheba

Board Member Curtis made a motion to approve the minutes from February 13, 2023 and Board Member Ariza seconded the motion. A vote was taken and the motion passed 5-0.
5. REGULAR AGENDA ITEMS
5-A 2023-2921
Objective Design Review Standards Study Session. The Planning Board will hold a study session to review and discuss the most recently adopted City of Alameda Objective Design Review Standards. Environmental Determination: Consideration of objective standards for design review is exempt from CEQA pursuant to CEQA Guidelines Sections 15061(b)(3), the common sense exception that CEQA applies only to projects that have the potential for causing a significant effect on the environment, and Section 15183, projects consistent with a community plan, general plan or zoning.

Dolores Kelleher (online attendee) was there to support a letter sent by Christopher Buckley for the Alameda Architecture Preservation Society (AAPS). She discussed what elements (*21:20) the society wanted to see in order to preserve design consistencies for certain buildings and historic elements.
Christopher Buckley (online attendee), AAPS, shared some images (*25:27) about the Traditional Design Area (TDA) and what districts should be included. He went into detail about what the society wanted to see.

Informational Update on the Oakland-Alameda Estuary Bridge Project. CEQA Determination: Consideration of informational items is not a project under Public Resources Code section 21065 and CEQA Guidelines section 15378.

Oral Report - Future Public Meetings and Upcoming Planning, Building and Transportation Department Projects
Staff Member Tai announced they were working on the packet for the April 24th meeting that would have the Design Review for the fire tower at the Golf course and a Use Permit for Park St.

Board Member Cisneros (*2:20:42) discussed the need for the City to have a Reginal Affordable Housing Bond and lowering the voter threshold.
