EXECUTIVE SUMMARY

 

On September 15, 2020, the City Council approved, with conditions, Tentative Map Tract No. 8561 for the development of up to 586 units designed to serve a mix of housing types, including permanent supportive housing, affordable senior housing, and affordable family housing on the North Housing site at 501 Mosley Avenue to be developed in three phases, per the City of Alameda (City) Resolution No. 15689.

 

The Final Map for Phase 1 provides for two parcels for the development of permanent supportive housing and affordable senior housing with associated parking and infrastructure and one parcel for a private roadway (Lakehurst Circle) by Alameda Housing Authority and the dedication of public rights of way for Mabuhay Street and Singleton Avenue (Exhibit 1). Final Map 8561 is the first of three maps anticipated for the North Housing development. Staff recommends adoption of a resolution approving the final map and authorizing execution of a subdivision improvement agreement for Tract 8561, North Housing Site - Phase 1.

 

BACKGROUND

 

On August 17, 2020, the Planning Board conducted a public hearing and adopted Resolution No. PB-20-16 approving the Development Plan and Density Bonus application for the project and Resolution No. PB-20-17 recommending that the City Council approve the Tentative Map Tract No. 8561 to allow the subdivision of 11 lots on approximately 12.19 acres.

 

On September 15, 2020, City Council adopted Resolution No. 15689 approving the Tentative Map Tract No. 8561 for the North Housing Project subdivision, upon which the Phase 1 Final Map is based.

 

On December 7, 2021 City Council approved Resolution No. 15843 to vacate a portion of Mosley Avenue fronting the North Housing development. This land is incorporated into the Phase 1 Final Map.

 

 

DISCUSSION

 

Approval of a final subdivision map is an administrative, ministerial, and mandatory action by City Council once the City Engineer has determined that the final map is in substantial compliance with the previously approved tentative subdivision map and is technically correct.  The Planning, Building, and Transportation Department and the Public Works Department completed their reviews of the improvement plans and Final Map for Tract 8561, North Housing Site - Phase 1. The tract infrastructure includes:

 

                     A portion Mabuhay Street (from Mosley Avenue to Lakehurst Circle) - Mabuhay Street is a public roadway that will connect Mosley Avenue and Singleton Avenue at full buildout of all phases. The infrastructure will be owned and maintained by the City and includes:

o                     public sanitary sewer

o                     public stormwater treatment measures

o                     public storm drains

o                     public curb, gutter and sidewalk on both sides of the new street

                     Lakehurst Circle - a private roadway that provides circulation for emergency vehicles, waste collection vehicles, residents, employees, and visitors. The sanitary sewer improvements within Lakehurst Circle will be owned and maintained by the City upon acceptance. All other infrastructure will be owned and maintained by the property owner and/or owner’s association.

o                     site work including grown improvements for future housing developments

 

Public utility and access easements will be granted to the public overall in Lakehurst Circle (Parcel A). A 13’ Public Access Easement and Emergency Vehicle Access Easement is provided to connect Bette Street and Mabuhay Street for future development in conjunction with the Habitat for Humanity parcel adjacent to this development.

 

A portion of Singleton Avenue that has been utilized as a public street per a July 27, 2020, Agreement (Exhibit 3) is formally dedicated to the City as part of this Final Map.

 

The Final Map has been reviewed and determined to be technically correct and in substantial conformance with the approved tentative map, conditions of approval, and mitigation measures.  The staff has determined that the developer has satisfied all conditions of approval necessary to record the final map.

 

Staff and the Alameda Housing Authority have successfully negotiated a SIA (Exhibit 2) for the construction of the backbone improvements approved under Public Works Development permit PWD22-0004 within Tract 8561. The Alameda Housing Authority has provided a performance bond for the work guaranteeing the full and faithful performance of the Phase 1 public improvements in the amount of $2,583,000 and a labor and materials bond in the amount of $2,583,000.  The City Attorney has reviewed and approved the SIA and bonds as the form of security.

 

ALTERNATIVES

 

                     Approve the Final Map for Tract 8561, North Housing - Phase 1.

                     Return the project back to staff for further consideration and evaluation on any specific Tentative Map condition of approval.

 

FINANCIAL IMPACT

 

There is no financial impact to the City from construction of the improvements or maintenance of improvements on private property (Parcels 1, 2, and A). The City will be responsible for maintenance of all public improvements within Mabuhay Street, Singleton Avenue, and Mosley Avenue once the improvements are constructed, accepted by City Council and the one year warranty period has expired. Once the project is complete and reassessed by the County Assessor, the City will see an increase in property tax revenues derived from site.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the approved Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to Public Resources Code section 21080(b)(1) (ministerial projects) and CEQA Guidelines Section 15268 (Ministerial Projects).

 

CLIMATE IMPACT

 

This project is consistent with the City’s Climate Action and Resiliency Plan housing policies, which encourage higher-density housing in order to lower greenhouse gas emissions. Additionally, to encourage transit use and minimize the use of private automobiles, consistent with the City’s Climate Action Plan and Transportation Choices plan, the project is proposing to limit the supply of free, on-site parking

 

RECOMMENDATION

 

Adopt a resolution approving a final map and authorizing the City Manager, or designee, to execute Subdivision Improvement Agreements (SIA) (substantially in the form of the attached agreement) for Tract 8561, North Housing Site - Phase 1.
