DRAFT MINUTES

REGULAR MEETING OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY, OCTOBER 9, 2023

 

1.                     ROLL CALL                     

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.                     

 

Present: President Hom, Vice President Cisneros and Board Members Ruiz, Teague (via Zoom) and Saheba.

Absent: Board Member Curtis and Ariza

 

2.                     AGENDA CHANGES 

None

 

3.                     NONE-AGENDA PUBLIC COMMENT

 

Shelby Sheehan, via Zoom, (*2:05) spoke to board about her concerns on recent Planning actions on zoning and land use. She discussed several actions and wanted more oversight in place. She then discussed chain link fences on the Navy base that she believed were illegal that were blocking historic vistas.

                     

4.                     CONSENT CALENDAR

4-A 2023-3446 - Draft Meeting Minutes - September 11, 2023

 

Board Member Ruiz made a motion to approve the Consent Calendar and Vice President Cisneros seconded the motion. A roll call vote was taken and the motion passed 4-0 with Board Member Teague abstaining.

 

5.                     REGULAR AGENDA ITEMS

5-A 2023-3449

Work session on comprehensive update to the City’s Subdivision Ordinance and Condominium Conversion Ordinance. Discuss staff-proposed amendments to Alameda Municipal Code sections 30-73 through 30-89 (Subdivision Regulations) and section 30-8 (Residential Condominium Conversion, formerly Conversions to Multiple Houses) to implement the 2023-2031 Housing Element, to conform to the Subdivision Map Act, and to reflect current practice.

 

Steven Buckley, Planning Services Manager, introduced this item and gave the presentation (*7:52). The staff report and attachments can be found at:

Public Comment for item 5A

 

Shelby Sheehan, via Zoom (*18:09), opposed any streamlining because she saw that as code for removing public input. She thought the Planning Director had too much authority. She discussed her frustrations on not getting her questions answered and believed violations city wide were not being addressed.

 

Action taken for item 5A

 

Board clarifying questions and discussion started at the 20:22 minute mark of the video. President Hom addressed the public comment concern as well.

 

                     This was a discussion item and no formal action was taken.

Oral Report - Future Public Meetings and Upcoming Planning, Building and Transportation Department Projects

 

Manager Buckley discussed upcoming agenda items (*54:05).

 

7.                     BOARD COMMUNICATIONS

 

Board Member Teague (*55:10) discussed his history with the Planning Board and the work and accomplishments he helped with during his 6 years on the board. He then announced that this meeting would be his last meeting with the board since he would be moving from Alameda.

 

The rest of the board thanked Board Member Teague for his time and insightful council to the board.

 

8.                     NON-AGENDA PUBLIC COMMENT 

Shelby Sheehan (*1:03:34) also took a moment to thank Board Member Teague. She then discussed the parking lot the O Club and how she couldn’t find a Use Permit for AUSD using it for overflow parking. She thought this was a misuse and not a compatible use of the property. She wanted to make sure that there was a public comment period.

 

9.                     ADJOURNMENT

President Hom adjourned the meeting at 8:10 p.m.
