EXECUTIVE SUMMARY

Staff is recommending that City Council designate Jennifer Ott, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, and Len Aslanian, Assistant City Attorney, as the real property negotiators for the new Lease Agreement with the Aircraft Carrier Hornet Foundation for the premises located at Pier 3 North, 1399 Ferry Point, Alameda Point, which will allow them to meet with City Council in closed session to discuss price and terms related to the lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.

BACKGROUND

The decommissioned aircraft carrier, U.S.S. Hornet currently occupies a portion of the Pier 3 North, located at 1399 Ferry Point in Alameda Point (Premises) and is operated as a U.S.S. Hornet Air, Sea and Space Museum by the Aircraft Carrier Hornet Foundation (Foundation), a California Non-profit Corporation. The mission of the Foundation is to utilize U.S.S. Hornet and the collections, exhibitions and educational programming to promote awareness and understanding of history, science, technology, and service.

The U.S.S Hornet was decommissioned in 1970 and designated as both a National Historic Landmark and a California Historical Landmark and opened to the public as a museum in Alameda in 1998.

The existing lease agreement with the City, dated March 15, 2009, expired on March 15, 2014; since that date, the Foundation has been occupying the pier space on a month-to-month basis.

DISCUSSION

Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises.                      Identify other staff as negotiators.
