EXECUTIVE SUMMARY
On October 16, 2018, the City Council awarded a contract to Oregon Romtec, Inc. (Romtec) in the amount of $970,613 to build and install a new recreation center at Krusi Park. On June 16, 2020, City Council authorized a Budget Amendment for $131,000 to include in the Krusi Park Recreation Center several small but critical project components, one being data and communications design and installation by Romtec. The June 16, 2020 budget amendment approved $27,998 for Romtec’s additional scope. Staff is now executing the amendment so services can be rendered.
Construction of the Krusi Park renovations project is now complete and is acceptable to the Public Works Department and the Alameda Recreation and Park Department. The final project cost is $2,184,871.
BACKGROUND
The Krusi Park renovation project included a much needed new recreation building and miscellaneous site, utility, pedestrian pathway, and emergency vehicle access improvements. The project is primarily funded by an East Bay Regional Park District (EBRPD) Measure WW grant which covers both design and construction costs, with additional funding from Dwelling Unit Tax (Fund 221). On June 16, 2020 and October 6, 2020, additional funds in the amount of $131,000 (construction changes, furnishings and equipment) and $135,000 (management and inspection labor hours) were approved.
DISCUSSION
The Krusi Park renovation project began in the fall of 2013. The construction of the project within budget has been attempted four times over the ensuing years. Public Works, acting as the General Contractor, managed this final successful approach using five construction and vendor contracts in a multi-tiered process. The recreation building itself was a turnkey installation provided by Romtec. Public Works contracted with the following as noted below:
• DV Electric Company for site electrical work,
• Ecast Engineering, Inc., for sitework and utilities,
• Intelli-Tech for installation of the monitored fire alarm system,
• Romtec, Inc., for the new Recreation Building, and
• Silver & Black Telecom, for the data and communications.
On June 16, 2020, Substantial Completion was attained and final closeout of all outstanding punch list items were completed shortly thereafter. The Krusi Park recreation center has recently received its Final Certificate of Occupancy is now ready to be occupied for after school programs and public rentals.
The project has been completed and is acceptable to the Public Works Department and the Alameda Recreation and Park Department. The final project cost, including previous Council authorizations, is $2,184,871.

Sufficient funding is available in the project budget to account for the Romtec contract amendment. Any unspent funds remaining will be returned to the Construction Improvement Fund (164).
The City Council previously approved the original Romtec contract (for $970,613) on October 16, 2018. Award of this first and final Romtec contract amendment would bring the contract total to $998,611, as shown below:

ALTERNATIVES
• Approve the Romtec contract amendment ted and accept the work of the Krusi Park renovation project, or
• Do not accept the work for the Krusi Park renovations project.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.
CLIMATE IMPACTS
The Krusi Center is an all-electric building without a natural gas service connection. Natural gas use from buildings is one of the larger emission sources of greenhouse gas emissions (GHG). The Climate Action and Resiliency plan recommends the electrification of buildings to reduce GHG emissions.
RECOMMENDATION
Authorize the City Manager to a) execute an amendment to the agreement with Oregon Romtec, Inc. for the Krusi Park recreation center replacement project in an amount not to exceed $27,998, for a total not to exceed expenditure of $998.61, and b) accept the work of Oregon Romtec, Inc., DV Electric Company, Ecast Engineering, Intelli-Tech and Silver & Black Telecom for the Krusi Park renovations, No. P.W. 05-16-10.
CITY MANAGER RECOMMENDATION
The City Manager recommends approval of the amendment with Oregon Romteck. The amount was included in a previous Budget amendment.
