EXECUTIVE SUMMARY

 

All full-time miscellaneous employees will receive base wage adjustment/cost of living adjustment based on the Base Revenue Index (BRI) with a floor of 1% and ceiling of 5%, effective July 12, 2026. In alignment with Girard “Gerry” Beaudin’s employment agreement and Yibin Shen’s employment agreement, Mr. Beaudin and Mr. Shen will receive the same percentage in base salary increase. A 7% increase to the City Manager’s salary range and a 7% increase to the City Attorney’s salary range are necessary to accommodate the anticipated base wage adjustment/cost of living adjust, merit increase concurrently published on the City Council agenda, and future contractual salary increases.

 

BACKGROUND

 

Mr. Beaudin was selected to serve as the City Manager for the City of Alameda (City) effective June 30, 2026, and Mr. Shen was selected to serve as the City Attorney for the City effective May 13, 2019.

 

Section six (6) of Mr. Beaudin’s agreement states “commencing June 30, 2026, and thereafter, Beaudin shall receive the same percentage of salary or wage increase, in the same manner and time, as provided to Executive Management miscellaneous employees in the Executive Management Compensation Plan”.

 

Section six (6) of Mr. Shen’s agreement states “commencing July 1, 2021, and thereafter, Shen shall receive the same percentage of salary or wage increase, in the same manner and time, as provided to employees in the Executive Management Compensation Plan”.

 

Per the Executive Management Employees (EXME) Compensation plan, EXME miscellaneous employees, like all full-time miscellaneous employees, will receive a base wage adjustment/cost of living adjustment based on the Base Revenue Index (BRI) with a floor of 1% and ceiling of 5%, effective July 12, 2026.  Thus, Mr. Beaudin and Mr. Shen, in alignment with their employment agreements, will receive the same percentage salary increase in same manner and time.

 

The BRI is defined as one-half (i.e., 50%) of the year-over-year rate of growth measured between the two most recent successive fiscal years of the combined dollar amount of the following four local Alameda taxes: Property Tax, 1% Bradley-Burns Sales Tax, Utility Users Tax, and Transient Occupancy Tax.

 

DISCUSSION

 

To accommodate the upcoming base wage adjustment/cost of living adjustment, merit increase concurrently published on the City Council agenda, as well as future adjustments, the salary ranges for the City Manager and the City Attorney are recommended to be adjusted by 7%.

Because Mr. Beaudin and Mr. Shen serve as a “local agency executive” as defined in Government Code Section 3511.1(d), California law requires that Mr. Beaudin’s and Mr. Shen’s compensation be approved in open session at a regular meeting of the Council, with an oral summary provided before final action is taken. See Government Code Sections 54953(d)(3) and 54956(b).

 

FINANCIAL IMPACT

 

Funds for this position are included in the City Manager’s department budget and the City Attorney budget in the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is in conformance with the Alameda Municipal Code and applicable state law including Government Code Sections 54953(d) and 54956(b).

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Adopt a Resolution modifying the City Council appointee salary schedule increasing the salary range of the City Manager position by 7% and increasing the salary range of the City Attorney position by 7%.
