EXECUTIVE SUMMARY

All full-time miscellaneous employees will receive base wage adjustment/cost of living adjustment based on the Base Revenue Index (BRI) with a floor of 1% and ceiling of 5%, effective July 12, 2026. In alignment with Girard "Gerry" Beaudin's employment agreement and Yibin Shen's employment agreement, Mr. Beaudin and Mr. Shen will receive the same percentage in base salary increase. A 7% increase to the City Manager's salary range and a 7% increase to the City Attorney's salary range are necessary to accommodate the anticipated base wage adjustment/cost of living adjust, merit increase concurrently published on the City Council agenda, and future contractual salary increases.

BACKGROUND

Mr. Beaudin was selected to serve as the City Manager for the City of Alameda (City) effective June 30, 2026, and Mr. Shen was selected to serve as the City Attorney for the City effective May 13, 2019.

Section six (6) of Mr. Beaudin's agreement states "commencing June 30, 2026, and thereafter, Beaudin shall receive the same percentage of salary or wage increase, in the same manner and time, as provided to Executive Management miscellaneous employees in the Executive Management Compensation Plan".

Section six (6) of Mr. Shen's agreement states "commencing July 1, 2021, and thereafter, Shen shall receive the same percentage of salary or wage increase, in the same manner and time, as provided to employees in the Executive Management Compensation Plan".
