BACKGROUND
 
In recent years, the City of Alameda's lobbying efforts in California has been focused on Alameda Point. While that needs to continue, it is also necessary, now that the Naval Air Station has been conveyed to the City, to broaden our efforts to meet other needs.
 
DISCUSSION
 
The City's California legislative agenda has three overlapping components:
 
1.      Statewide advocacy
2.      Alameda Point advocacy
3.      Grant-seeking, writing, and active lobbying
 
Statewide Advocacy
 
1.      Improvements to and expansion of Bay Area wide water transit with an emphasis on ferry service in Alameda;
2.      Conclusion of the Webster/Posey Tube (Broadway/Jackson) traffic improvements;
3.      New state legislation for Tax Increment Financing (TIF) (for Alameda Point in lieu of redevelopment);
4.      Fire Station 3 funding;
5.      Emergency funds to develop tsunami preparedness plan;
6.      State and County transportation funding;
7.      License Plate Reader program funding; and
8.      Streamline state mandated processes to encourage infill development.
 
Alameda Point Advocacy
 
1.      Improvements to and expansion of Bay Area wide water transit with an emphasis on ferry service in Alameda;
2.      New state legislation for Tax Increment Financing (TIF) (for Alameda Point in lieu of redevelopment);
3.   Work with the Governor's office and GoBiz on potential economic development incentives/programs;
4.    Work with the California State Transportation Agency to identify any potential funding opportunities for Alameda Point;
5.  Continue to work with the Speaker's office and Legislative Leadership on all economic development legislation; and
6.   Continue to monitor/work on all legislation of interest to the City of Alameda for Alameda Point.
 
Grant-seeking, writing, and active lobbying
 
Assist in the development of competitive proposals to successfully secure grant funding in the areas of:
 
1.      Transportation;
2.      Public safety;
3.      Parks and recreation;
4.      Arts and education;
5.      Library;
6.      Environment; and
7.      Energy.
 
To accomplish the three components of the City's state legislative goals, we will utilize the services of three different yet complementary firms.
 
For the statewide efforts:
 
      Perata Consulting, LLC
      Contract for $90,000
 
For Alameda Point:
 
      Joe A. Gonsalves & Son
      Contract for $36,000
      (Council action not required)
 
For grant-seeking, writing, and active lobbying:
 
Nossaman, LLP
Contract for $18,000
(Council action not required)
 
The total California legislative program costs are $144,000.
 
FINANCIAL IMPACT
 
The Perata Consulting, LLC contract is for $90,000 for 2014, which will be funded by the City Manager division in the General Fund (Account Number 001-2110-61060) and the FISC Lease Revenue Fund (Account Number 256000-61060). These amounts were approved in the FY 2013-14 and 14-15 budget.

This action does not affect the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
This action is not a project and is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15378 and 15060.   
 
RECOMMENDATION
 
Approve the 2014 State Legislative Agenda and the Contract with Perata Consulting, LLC, in the amount of $90,000.
