BACKGROUND

The City of Alameda (City) is the owner of Pier 3 at Alameda Point. On April 2006, the City approved a 20-year sublease with the Maritime Administration (MARAD). As part of the technical requirements in support of the lease, the City is obligated to provide reliable sewage system to the ships. On December 2012, the City's Port Manager, NRC Environmental Services (NRC) notified the Public Works Department of a sewer line break at the east end of Pier 3. Upon closer inspection, it was determined that the break was the result of failing pipe hangars under the Pier that hold the sewer line in place. Approximately 85' of pipe was affected and hangars throughout that section will need to be replaced.

An emergency repair was sought, but due to the excessive initial repair cost projections, the existing system was shut down instead and a temporary diversion was made. NRC brought out large tanks which were placed on the pier. MARAD ships and the USS Hornet began pumping their sewage into these tanks, which have been regularly maintained by NRC. Since that time, the objective has been to find a reasonable long term solution.

DISCUSSION

MARAD has requested that the sewage system be brought back online immediately to bring the City back in line with its Lease obligations. Power Engineering Construction Co.
