BACKGROUND

The Memorandum of Understanding (MOU) between the City of Alameda and the Alameda City Employees Association (ACEA) was adopted on June 19, 2012 and covers the period from January 1, 2012, through December 26, 2015. The Fiscal Year (FY) 2015/16 Budget approved by Council on June 2, 2015 included a workforce change authorizing a Park Maintenance Foreperson position to replace a vacant Park Maintenance Worker position. Additionally, a planned restructure of Park Maintenance staff through retirements and attrition will include reassigning two semi-skilled Park Maintenance Worker positions to a higher level, skilled Park Maintenance Worker II classification. The proposed resolution amends the ACEA Salary Schedule to establish the salary range, salary steps, salary rates and benefits for the new classifications of Park Maintenance Foreperson and Park Maintenance Worker II.

DISCUSSION

Park Maintenance staffing currently consists of 10 Park Maintenance Workers and one Equipment operator, all of whom report to the Park Manager. Alameda Recreation and Park Department (ARPD) staff have developed a new Park Maintenance staffing plan consisting of multiple classifications with varying skill and responsibility levels.
