Re: Adoption of Resolution Amending the City of Alameda Executive Management (EXME) Compensation Plan to Eliminate the Classification of Administrative Services Director; and

Adoption of Resolution Approving Workforce Changes in the Human Resources Department

BACKGROUND

The current City of Alameda Executive Management (EXME) Compensation Plan commencing June 17, 2012 and ending December 26, 2015, was approved by the City Council on June 19, 2012. The Compensation Plan was amended by the City Council on November 5, 2013 to establish the classification of Administrative Services Director.

Additionally, a workforce change was approved by the City Council on November 5, 2013 that moved oversight of the Human Resources Department from the Human Resources Director classification to an Administrative Services Director position, eliminating the Human Resources Director position from the City's authorized positions and adding the Administrative Services Director classification. The Human Resources Director classification was retained as an active but unused classification in the Executive Management Compensation Plan. The new Administrative Services Director classification was assigned oversight of Human Resources, Information Technology (IT), Public Procurement, and Contract Compliance, with major city-wide software/hardware upgrades oversight retained in the City Manager's Office.
