Re: Award a Contract in the Amount of $436,441, Including Contingencies, to Ray's Electric for the Park Street Pedestrian Safety Project, No. P.W. 06-13-18 and to Appropriate $280,000 in Measure B/BB Funds.

BACKGROUND

On January 19, 2016, the City Council adopted plans and specifications and authorized a call for bids for the Park Street Pedestrian Safety Project, No. P.W. 06-13-18. This is the final phase of the Park Street streetscape project. This final portion of the project will provide pedestrian improvements at three intersections along the vibrant Park Street business corridor through a collaborative public engagement process. The three intersections are; Park Street at Buena Vista Avenue, Park Street at Pacific Avenue, and Park Street at Lincoln Avenue/Tilden Avenue.

Staff has conducted several outreach meetings for this project to obtain the public's input in increasing the pedestrian safety at the above-mentioned intersections and arrived at the final improvements that were presented to the Transportation Commission (TC) on March 26, 2014 and July 30, 2014. The TC unanimously approved the proposed improvements for a final design.

DISCUSSION

To solicit the maximum number of bids and the most competitive price, plans and specifications were provided to 17 separate builders exchanges throughout the Bay Area. A notice of bid was published in the Alameda Journal. Bids were opened on March 22, 2016. Four contractors submitted bids. The list of bidders from lowest to highest for total project cost is as follows:
