Re: Adopt Resolutions Approving the Final Map and Accepting the Dedications and Easements for Tract 8315 (West Tower Avenue Subdivision) and Tract 8316 (Hangar Row Subdivision)

BACKGROUND

On January 19, 2016, the City Council unanimously approved Tentative Maps for Alameda Point Adaptive Reuse Subdivisions Tract 8315 and Tract 8316 per City of Alameda Resolutions No. 15112 and 15113.  The Final Map for Tract 8315 consists of a four-parcel subdivision for conveyance purposes on 31.8 acres to implement the Alameda Point Master Infrastructure Plan and zoning district.  The Final Map for Tract 8316 consists of a six-parcel subdivision for conveyance purposes on 38.9 acres to implement the Alameda Point Master Infrastructure Plan and zoning district.  The Final Map includes easements for emergency vehicle access and public utilities.  The Final Maps are attached as Exhibit 1 and Exhibit 2.

DISCUSSION

The Final Map has been reviewed and determined to be technically correct and in substantial conformance with the approved Tentative Maps and conditions of approval.

FINANCIAL IMPACT

There is no impact to the Base Reuse Fund or the General Fund budgets.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

These actions are consistent with the approved Alameda Point Master Infrastructure Plan and zoning ordinance.

ENVIRONMENTAL REVIEW

On February 4, 2014, the City of Alameda certified the Alameda Point Final Environmental Impact Report (FEIR) in compliance with the California Environmental Quality Act.  The FEIR evaluated the environmental impacts of redevelopment and reuse of the lands within the Alameda Point zoning district, which includes the West Tower Avenue and Hangar Row Subdivision Map Areas.  Consistent with the February 2014 action, the conditions of approval of the Tentative Map Applications require that property owners comply with, and implement, all the relevant mitigations measures adopted by the City Council in February 2014.  Furthermore approval of a final map is ministerial and exempt under CEQA pursuant to Guideline section 15268(b)(3).

RECOMMENDATION

Adopt resolutions approving the Final Map and accepting the dedications and easements for Tract 8315 (West Tower Avenue subdivision) and Tract 8316 (Hangar Row subdivision).

Respectfully submitted,

Bob Haun, Public Works Director
