Re: Review and Make a Recommendation on Jim’s on the Course Plan for the Patio Area and Event Center.

BACKGROUND

On March 1, 2016, the City entered into a Concession Agreement with Jim’s on the Course (Concessionaire) to provide food and beverage service at the Chuck Corica Golf Course.  That agreement requires the Concessionaire to obtain design approval on the extended seating area from the Golf Commission, Recreation and Parks Commission, and Planning Board.

The current configuration of the site severely limits the potential to host larger banquets due to limited seating in the dining room.  This impacts the restaurant’s ability to generate revenue and also impacts the ability of the golf operator (Greenway Golf) to attract golf tournaments, which often host a large dinner after a tournament.  Both of these ultimately impact the potential revenue to the City.  The Concessionaire Agreement includes a provision that requires the Concessionaire to build an extended seating area as an enclosed patio.

On April 12, 2016, the Golf Commission approved a conceptual plan that includes an event center between the restaurant and driving range; a smaller enclosed patio; and an extended outdoor patio seating area. This conceptual plan was developed through collaborative discussions between Greenway Golf, Jim’s on the Course and the City.  Both operators have agreed upon the approved conceptual plan.

DISCUSSION

Based on the approved conceptual plan with input provided by the Golf Commission and Recreation and Parks Commission, plus continued discussions with Greenway Golf, the Concessionaire has submitted the final renderings for the Golf Commission’s review and recommendation (Exhibit A).

Per the Concessionaire’s Agreement with the City, all exterior design elements, including pavers, exterior paint colors, and column treatments, will match the Greenway Golf design scheme.  This design scheme has not yet been finalized and will be brought to the Golf Commission at a later date.

This design will better connect the golf complex facilities and creates a better flow between the cart paths, outdoor patio, restaurant, the driving range, putting green, and activities in the event center.

The event center is a fully enclosed semi-permanent structure built with metal framing featuring glass windows, heating and air conditioning and banquet standard flooring and lighting fixtures.  This facility will seat 200 people and provides a conducive space for golf tournament dinners, events, and other activities.  The location and build out of the event center is being developed and placed to still allow opportunities for future expansions for golf retail or other facility needs.  The doors opening toward the practice range create opportunities for golfing clinics and other activities to be included with event luncheons.

The smaller enclosed patio allows for expanded seating area for the restaurant with an additional 75 seats.  This design creates a larger outdoor patio, which the two operators plan to use to better connect the flow between Jim’s on the Course and the golf shop.  This will align the golf with the food and beverage experience to include a social area for golfers and non-golfers with fire pits, seating and a fountain and new large putting green.  The existing memorial will be retained but moved slightly farther away from the restaurant.

The Concessionaire’s updated plan includes the following changes:

Event Center

Adds a fourth entrance and a pathway to provide access from the parking lot.   This entrance will have an awning and landscaping.  Also on the parking lot side will be high windows to allow in light yet avoid a view of parked cars.

A restroom was added to the event structure on the driving range side.  This is required per California Building Code for the estimated 200 available seats.

A preparation, pass through and serving area were identified.  The preparation area will be screened and enclosed within the event center.

Added a covered courtyard on the side of the South Course.

Added a pathway to connect the cart path, event courtyard and bar courtyard.

Will have a portable barrier to create the ability to wall off the event center into two areas for more than one event.

                     Awning over the service entryway.

Enclosed Patio and Outdoor Seating Area

The design of the enclosed patio was refined and includes an extended awning over the dining entry way.

                     Added cart parking

Awning covering over the bar patio

Added an enclosure system so that glass doors will fold into the corner column so the patio can be fully open in warm weather.

Jim’s on the Course is responsible for the entire project, including the event center, enclosed patio and extended outdoor seating area.  As a partnership, Greenway Golf will assist with completing the base work required for this concept.  Greenway and the Concessionaire worked together to make it cost effective and financially feasible for both.

Greenway will be responsible for the event center foundation base, ADA pathway that connects the event center with the clubhouse as well as portions of the outdoor patio area including all paving, the low wall, sidewalk, moving the memorial, plumbing, drainage, demolition, grading and the fountain.  The Concessionaire is responsible for the event center construction, enclosed patio and in the outdoor patio, the fire pits and all amenities including the seating and umbrellas.

The next step for approval of the event center and outdoor seating design is approval from the Planning Board.

The event center and outdoor seating area will be constructed in order for the opening to coincide with the opening of the full South Course, which is anticipated spring 2017.

FINANCIAL IMPACT

The City receives 5% of annual gross revenue from the Concessionaire.  The City anticipates that the Concessionaire will maintain current revenues during the first year while the enclosed patio, event center, outdoor patio and interior improvements are under construction and will increase its gross revenues by 25% once the facility improvements are complete and there is a larger capacity for patrons, including golf tournament events.  Based on these assumptions, the following shows the anticipated City annual revenue:

Year                                                  % of Annual Gross Revenue                                     Estimated Annual Net Revenue

1                                                                 5%                                                                                                                    $61,750

2 - 3                                                           Concession fee waived                                          $0

4 - 6                                                        5%                                                                                                                     $77,188

7 - 25                                                      7.5%                                                                                                               $115,781

As mentioned, during years 2 to 3, the concession fees are waived as consideration for the Concessionaire’s expenses for all construction and improvements.  These facilities are capital assets owned by the City and the City will retain this improved value.
