BACKGROUND

On March 20, 2012, the City Council awarded a competitively bid contract in the amount of $112,400, including contingencies, to Water Works Engineers for preparing engineering documents for the abandonment and relocation of existing sanitary sewer main and lagoon seawall, No. P.W. 01-12-03. On June 18, 2013, the City Council awarded a first amendment in the amount of $57,000, including contingencies, to prepare supplemental design drawings specifying the extent and type of construction being performed, including the amount and type of landscaping and hardscape to be removed, the underground improvements, and the materials to be used for surface restoration. In 2015, the term of the agreement was extended one year and the amount by an additional $79,975 for engineering services for the following project:

* Southshore Lagoon Seawall: A sewer main runs along the face of the former seawall (north side of the lagoon) between Paru Street and Bay Street. The age of the sewer pipe and its current location increases the potential for sanitary sewer overflows into the lagoon and Bay and needs to be relocated. In addition, there is also an unused pump station in the lagoon that needs to be removed.

* Private Property (Extension of Clinton Avenue): A sewer main runs through private properties and, in some instances, beneath homes. The sewer main appears ...
