BACKGROUND

Recreation and Park Department staff use two sets of guidelines for the allocation of sports fields and indoor gym facilities that are owned and operated by the City of Alameda. These documents are the Field Allocation Policies and Procedures, revised 12-16-2010 (Exhibit 1) and the Alameda Point Gym Allocation Policies and Procedures, adopted 5-11-06 (Exhibit 2). The purpose of these documents is to manage the facility use and maximize availability of sport field and indoor court resources throughout the City.
DISCUSSION

The gym and field allocation priorities have been developed to provide guidelines and equitable access for organizations requesting athletic facility use. This includes state law AB 2404, which "prohibits a city, county, city and county, or special district from discriminating against any person on the basis of gender in the operation, conduct, or administration of community youth athletics programs or in the allocation of parks and recreation facilities and resources that support or enable these programs."
Recreation staff utilize the following Priority Criteria and Conditions to allocate use of athletic facilities. The purpose of these criteria are to categorize and delineate users into groups of varying priority levels which assist staff in the fair allocation of facilities. The criteria show clear intent to make facilities available to Alameda youth above all other user groups.
Priority Criteria
A. Recreation & Parks - Classes, programs, leagues or activities run by the Alameda Recreation & Parks.
B. School District - Teams run by the Alameda Unified School District and Private Schools within the Alameda city limits.
