Re: Recommendation to Authorize the City Manager to Execute an Amendment to an Agreement with Ninyo and Moore to Add the Amount of $22,275 for a Total Agreement Amount of $122,604 and to Extend the Term Six Months to September 30, 2017 for Geotechnical Testing and Inspection Services for Estuary Park

BACKGROUND

Estuary Park is eight acres of former Navy/Coast Guard property, on Mosely Avenue near Singleton Avenue. Construction of the first phase of the project started in August 2016 and construction is anticipated to be completed in July 2017.

On April 29, 2016, the City issued a Request for Proposal and received three proposals for geotechnical testing and inspection services. Ninyo and Moore's proposal was the most qualified and responsive. On July 14, 2016 City Council approved an agreement with Ninyo and Moore for geotechnical testing and inspection services.

During a construction project, the City is required to have a Geotechnical Engineer of Record for testing and inspecting the soils throughout construction. Services include performing laboratory tests to evaluate subgrade, fill or aggregate base for the synthetic turf athletic fields or to evaluate compressive strength of concrete or high-strength grout, as well as to assume the official role of Geotechnical Engineer of Record for the project.
