BACKGROUND

In July 2016, the City awarded a construction contract to GoodLand Construction to construct Estuary Park, Phase 1, which includes two synthetic turf athletic fields. As part of this construction contract, GoodLand agreed to install and biannually maintain the synthetic turf for the two athletic fields at Estuary Park for eight years. In Goodland's bid package, there was a $60,000 line item for maintenance of these fields and GoodLand identified two subcontractors, Field Turf and Valley Precision Grading, to maintain, respectively, the rectangular multi-use field and the baseball field.

DISCUSSION

Once GoodLand completes construction, and the landscape maintenance period expires, these two agreements will require Field Turf (for $16,000) and VPG (for $44,000) to maintain the respective fields twice per year for an eight-year period, which coincides with the manufacturer's warranty period for the fields. The scope of the work includes a deep grooming to rejuvenate and de-compact infill and remove foreign objects such as dirt, leaves, gum and other debris as well as minor repairs and an overall analysis and inspection of the field and its applicable systems.
