BACKGROUND

In January 2015, the City added an Administrative Services Coordinator position to provide support to both the Community Development Department and the City Manager's Office. In the Community Development Department, this position was responsible for supporting the City's Human Relations Board (SSHRB) and the Alameda Collaborative for Children, Youth and their Families (ACCYF). In the City Manager's Office, this position acted as the resiliency coordinator and assisted with the City's disaster preparedness program. The working title for this position was Community Development and Resiliency Coordinator.

As part of Fiscal Years 2017-18 and 2018-19 Budgets, the position was budgeted full-time in the Community Development Department and the job duties associated with the disaster preparedness were eliminated from the position.

In approving the change, the Council recognized the increased work load associated with several Council policies including re-affirmation of the City as a Sanctuary City and directing staff to engage more directly in coordination of services and support to immigrants and refugees, as well as directing staff to review the City's homeless programs and policies and make recommendations about how the City can continue to address homelessness.

The incumbent who has filled the position since it was created in 2015 has recently announced his retirement. The City has now started the process to fill the position....
