BACKGROUND
As required by the 2011 Ferry Service Operations Transfer Agreement between the City and the Water Emergency Transportation Authority (WETA), the City maintains the Main Street Ferry Terminal (MSFT) landside assets at the direction of WETA. Public Works staff supervises the maintenance activities, including security patrol services for the terminal building and paved parking areas. The existing security patrol services contract has now expired. In addition to continuing security services at MSFT, WETA desires the City extend security patrol services to Lot O (behind the former Officers' Club) on the south side of Main Street.
DISCUSSION
On November 29, 2017, Public Works issued a Request for Quotations (RFQ) for Alameda Main Street Ferry Terminal Security Patrol Services. To solicit the maximum number of proposals, the RFQ was posted on the City's web page and published in the Alameda Journal. The RFQ due date was December 14, 2017 and four contractors submitted bids: The bids are as follows:
